    Summary TYPE OF APPOINTMENT: NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION WEST VIRGINIA ARMY NATIONAL GUARD USPFO, BUCKHANNON, WV SELECTING SUPERVISOR & DUTY LOCATION: COL JASON DIAZ, BUCKHANNON, WV This is a bargaining position. Responsibilities Position Description #: T5260000 This position is located in the United States Property and Fiscal Office (USP&FO). The purpose of the position is to manage and direct the daily Commercial Traffic Management Program for freight, equipment, personal property and passenger movements. Provides traffic management advisory services and formulates commercial traffic management policies. MAJOR DUTIES: 1. Functions as the Installation Transportation Agent appointed by the USP&FO in each State. Operates independently with minimal supervision to plan, direct, and monitor the Commercial Transportation Program for the Command, inclusive of commercial traffic facilities, which includes freight, hazardous material (HAZMAT), passenger and terminal operations. 2. Provides advisory services to the USPFO and top management staff officials of the ARNG, DA and other outside agencies on all matters relating to NG traffic management functions, including program requirements, capabilities, policies and procedures. 3. Establishes direct communication with Federal and State Departments of Transportations for the movement of Army equipment via commercial carriers. Communicates with Department of Defense and Department of the Army Agencies and Major Commands concerning the movement of personnel, units and equipment. Coordinates with Directorates, Commands and units within each respective State to ensure mission accomplishment and compliance with all applicable laws, regulations and guidance. 4. Negotiates with commercial common carriers for the purpose of meeting mission requirements and to ensure the efficient and effective use of resources. Coordinates with SDDC Operations Center for large shipments and deployment movements. Determines the services required for movement of commodities requiring special handling, security and non standard movement services. 5. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. GENERAL EXPERIENCE: Experience, education, or training, involving the movement of freight or passengers and determining transportation and operating costs. Experience participating in the direction and coordination of traffic management functions. Experience interpreting and providing routine advice on carrier tariffs and related routing guides. Interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement. Experience in making effective presentations both orally and in writing???????. SPECIALIZED EXPERIENCE: Experience, education, or training performing, administering, or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs. Experience interpreting applicable Federal, State, and local laws, and regulations concerning transportation and traffic procedures. Knowledge of transportation requirements and systems for specific geographic areas (International and Continental United States). Education There are no educational requirements for this position. If choosing to certify based of the education substitution option, you must upload a word document stating you are using the education substitution option, your degree and transcript OR the Military Courses completed. If these are not uploaded you will not be referred to the selecting Supervisor. Additional Information Definitions for Areas of Consideration: Area 1: Current On-board Title 5 Employees and Title 32 Technicians (Tenure: 1- Permanent, 2-Conditional, 3-Indefinite) and Permanent AGR's in the West Virginia National Guard. Area 2: WVNG Army M-Day and Air Force DSG (Drill-Status Guardsmen,) Temporary Title 32 Technicians and Title 5 Employees, Temporary AGR (OTOT), and national guardsmen serving on Full-time National Guard Duty - Operational Support Orders (ADOS). Area 3: Current On-board Federal Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite) from another Federal Agency nationwide. Area 4: Federal re-employable eligible employees, National Guardsmen outside of the WVNG, and U.S Citizens willing to join the West Virginia National Guard as a condition of employment. Area 5: All U.S. Citizens. TYPE OF APPOINTMENT: Title 5 Excepted Service - Permanent Permanent Change of Station: PCS funds are not available for this position. Incentives: Relocation and Recruitment Incentives may be authorized for this position. All WVNG positions are pending availability of resources and funds. Additionally, disabled veterans and others eligible for 10-point preference must also submit an SF-15 "Application for 10 Point Veteran Preference" AND required proof as stated on the form. Documentation is required to award preference of any kind. An SF-50 is NOT sufficient to adjudicate preference.
