    General Statement of Duties

     

    Employee is responsible for the overall planning, management, and operation of the treatment facilities within a Section of the Wastewater Treatment Division of the Metropolitan Sewer District. Employee is in responsible charge of the assigned treatment facilities on a 24-hour, 7-day a week basis. Employee provides direction and supervision necessary to ensure proper functioning of water reclamation facilities; ensures compliance with local, state, and federal regulations; provides educational service to the public; and ensures that the public receives high quality water reclamation services. Performs related duties as required.

     

    Minimum Qualifications (KSAs)

    Knowledge of:

    Wastewater treatment design, operation, processes, and maintenance. Federal, state, and local laws and regulations, including air compliance, related to Water reclamation. Chemistry, biology, math, and physics related to treatment processes.

     

    OSHA standards for laboratories and general industry; federal asbestos regulations. Asset management principles.

     

    Continuous improvement methodologies and practices. City procurement procedures, budget requirements, etc.

     

    Principles and practices of program development and administration. Principles and practices of municipal budget preparation and administration. Principles of supervision, training, and performance evaluation.

     

    Appropriate computer applications: word processing, spreadsheets, graphics presentations, etc. Basic public speaking, public relations, and media relations.

    Skill to:

    Operate appropriate computer equipment; use properly all related hardware and software. Operate assigned vehicle in the course of duty.

    Ability to:

    Implement and maintain positive employee relations.

    Examples of Work Performed

    Coordinates the organization, staffing, and operational activities for the treatment facilities within the assigned Section.

     

    Participates in the development and implementation of departmental goals, objectives, policies, and priorities for each assigned service area.

     

    Provides leadership for change initiatives; implements and evaluates plans for continuous improvement. Establishes and monitors performance measures for Section; develops action plans for areas identified for improvement; provides commentary for the performance management system.

     

    Assures compliance with local, state, and federal regulations for quality of wastewater; sets doses of treatment chemicals; sets appropriate alerts and alarms to call attention to treatment problems.

     

    Review and approve outage requests to ensure safety, regulatory compliance, and minimal disruption to the treatment process.

     

    Directs, coordinates, and reviews the work plan for assigned treatment facilities, services, and activities; assigns work activities and projects; monitors work flow; reviews and evaluates work products, methods, and procedures; meets with employees to identify and resolve problems.

     

    Assesses and monitors work load, administrative and support systems, and internal reporting relationships; identifies

     

    opportunities for improvement; directs and implements changes.

     

    Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.

     

    Oversees and participates in the development and administration of the department budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.

     

    Prepares reports to regulatory agencies; stays in contact with regulatory agencies as necessary. Attends public meetings; responds to requests for information from the public and news media.

     

    Identifies opportunities for improving service delivery methods and procedures; identifies resource needs; reviews with appropriate management staff; implements improvements.

     

    Stays abreast of technical developments and current concerns related to wastewater treatment. Writes appropriate reports, memos, etc.

     

    Ensures that employees follow safe work practices; follows OSHA guidelines and other pertinent procedures. Collects, analyzes, and evaluates data for various projects.

     

    Prepares and provides training programs.

     

    Speaks to schools and community groups; sets up informational displays/booths at public events. Serves as a liaison between agencies and the community. Track and manage timekeeping for all subordinates through timekeeping software. Review and approve outage requests for maintenance and capital projects while maintaining permit compliance. Review capital projects and provide feedback to ensure the plant will maintain compliance.

     

    Required Education and Experience

    PROMOTIONAL:

    Each applicant must have three years of experience as a Plant Supervisor or a Senior Plant Supervisor with the City of Cincinnati Metropolitan Sewer District.

    OPEN:

    Each applicant must have four years experience as a Water Reclamation plant Manager or Assistant Plant Manager (combination of four years in the two classifications will be accepted) in a Class III or IV Wastewater Reclamation plant.

    OTHER REQUIREMENTS

    Must have a valid Driver's License.

     

    Must be an excellent communicator and team builder.

     

    Must have a valid Class IV Water Reclamation Professional Operator Certification from the Ohio Environmental Protection Agency or possess a valid Ohio EPA Class III Water Reclamation Professional Operator certification and must be able to obtain Class IV Water Reclamation Professional Operator Certification within 36 months of hire date. After 36 months in the Treatment Supervisor classification without obtaining a Class IV Water Reclamation Professional Operator Certification, the incumbent may be reclassified or separated from employment.

    MILITARY EDUCATION & EXPERIENCE EVALUATION

    Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.

    City employees can participate in a Dependent Care Flex Spending Account that can be used to pay work-related dependent care expenses. Participants can set aside money each year through pre-tax payroll deductions to pay for these expenses.

    City employees can participate in a Transportation Expense Reimbursement Account (TERA) that can be used to reimburse expenses related to traveling to and from work. Participants can set-up a pre-tax payroll deduction up to an IRS regulated amount.

    City employees can voluntarily participate in a wellness incentive program that encourages and rewards employees and their spouses/equal partners for making positive choices for better health. The City of Cincinnati will contribute up to $300/year to a Health Reimbursement Account for each the employee and their spouse/equal partner for meeting specified program goals. These dollars can be used to offset qualified out-of-pocket medical expenses.

     

    Integrated Health Reimbursement Arrangement (HRA)

     

    This is a voluntary program that serves as an alternative healthcare option to traditional medical plans. If you have alternate group health coverage available to you through a spouse, equal partner, another job, or a non-city retirement plan, you may be eligible for this plan which reimburses you for the difference in premiums between the plans and your covered out of pocket expenses on the other plan.

     

    Retirement Plan

     

    The City provides a defined benefit pension plan for part-time and full-timeemployees. New hires and re-hired employees are required to participate in the City of Cincinnati's Retirement System (CRS), regardless of previous participation in an Ohio State pension system or any another state or federal pension system. CRS is funded by employer and employee contributions, and investment returns from plan assets. CRS provides retirement and health care benefits subject to eligibility requirements. The following groups are excluded from participation in CRS: Mayor and Members of City Council; Sworn Police & Fire; Police Recruits; and Rehired Ohio Police & Fire Retirees.

     

    Deferred Compensation

     

    As an Ohio government employer, the City offers employees the ability to participate in a 457(b) tax-deferred retirement savings plan. The City makes an annual match to your 457(b) of up to $750, or as otherwise specified in applicable regulations and union contracts.
