Summary You will serve as an OPERATIONS RESEARCH ANALYST in the FINANCIAL MANAGEMENT AND COMPTROLLER (FM&C) of the Assistant Secretary of the Navy (ASN). Responsibilities You will work to develop independent cost estimates (ICE) and independent cost assessments (ICA) on major defense acquisitions. You will serve as a team member on cost analysis for weapon systems and automated information systems (AIS), improving cost analysis methods and providing oversight on cost issues to provide early warning on possible cost problems. You will design, develop, and adapt mathematical, statistical, economic, and engineering methods to analyze operational and relational aspects of program cost, technical and schedule dimensions for decision makers. You will prepare independent cost analyses and assessments of acquisition programs across all commodities (Ships, Air, IT etc.) You will provide economic and business case analysis support to decision-makers to include the forecasting of labor, inflation, industrial, and technical trends as they impact the acquisition process. You will participate in data collection efforts and conduct quality assurance efforts on collected data. You will prepare briefs, memos, or reports that distills relevant information, highlight key issues, and summarize analysis findings to senior management. Requirements Conditions of Employment Qualifications GS-13: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing independent cost estimates and independent cost assessments. Developing long range, intermediate, and short-range plans for improvement. Ensuring cost estimates meet statutory and regulatory requirements. GS-14: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading the development of independent cost estimates and independent cost assessments. Planning organizing and planning the performance of data collection and development of cost models. Developing and implementing comprehensive cost analysis studies.
