Summary You will serve as a PROGRAM ANALYST in the ADVANCEMENT EXECUTION AND SUPPORT DIVISION, NAVY ADVANCEMENT CENTER (NAC) of NETPDC. Responsibilities You will assist Branch Head in overseeing the processes and managing the daily operational functions associated with Navy Enlisted Advancement System (NEAS). You will assist the Branch Head in anticipating and resolving potential advancement-related event schedule conflicts. You will assist in the conduct of investigations into possible instances of missing and lost answer sheets and cases of suspected candidate cheating. Provide input to System Change request (SCRs) related to changes required for NEAS computer programs. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Researching issues of a candidate for advancement background situation and applying advancement policy to determine appropriate response for guidance; 2) Analyzing and coordinating an enlisted advancement system interfaces with external applications and systems owned and managed by other commands that implement and process enlisted advancement and pay requirements; 3) Utilizing knowledge of enlisted advancement exams to include the printing and shipping of exam material and rules and regulations of scoring of exams to ensure exam booklets and answer sheets are on schedule to meet mailing deadlines and scoring sheets are accurately scored; 4) Ensuring policy waivers are of legal soundness. Successfully completed three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree.
