    Job Title: Executive Director of Business Affairs

     

    Reports To: Superintendent

     

    Supervises: Payroll Specialist/Accounts Receivable

    Evaluation: Performance to be evaluated annually by the Superintendent of Schools.

    Salary Range: $105,000 - $145,000

     

    Job Goal: While keeping student learning the primary focus, provides Superintendent and Board of Education accurate information regarding financial forecasting, accounts payable/receivable, investment programs, and state and federal grants within the scope and context of school policies, procedures, and practices.

    Primary Functions:

    + Assists the Board and the Superintendent in the implementation of mandates as required by the Code of Iowa and Department of Education rules and regulations as they pertain to the North Polk Community School District.

    + Establishes a sound fiscal policy and budgetary process that will provide for an accurate accounting system and provides the best possible educational service for the students of the district within the available resources.

    Performance Responsibilities:

    + Prepare and submit financial reports and list of bills to the board and superintendent.

    + Be the custodian of all financial records of the district.

    + Publish or submit for publishing, all legal notices concerning district business.

    + Complete payroll data for employees and file necessary state and federal payroll reports.

    + Report and disburse FICA, IPERS, Insurance, TSA deductions, etc.

    + Act as payroll officer, including completing all payroll reports including 941’s and W-2’s.

    + Write and sign all warrants.

    + Deposit and record income for all funds. Keep accurate accounting of all school funds.

    + Ensure that all claims are approved and merchandise received; list for board approval; pay and distribute claims approved by the board.

    + Reconcile bank accounts monthly.

    + Develop and monitor all accounting procedures in the district to assure compliance with auditor standards.

    + Maintain appropriate records on all school employees. Monitor compliance of master contract.

    + Prepare or assist in the preparation of contracts and agreements for employees.

    + Oversee the investment portfolio.

    + Manage the district’s insurance and benefit programs.

    + Maintain and oversee petty cash.

    + Maintain regular, on-going communication with district staff.

    + Complete and submit the Certified Annual Report and certified budget documents.

    + Prepare for, and maintain, records of all district elections.

    + Prepare reports for the collective bargaining representatives as required or requested and appropriate. Prepare negotiation materials.

    + In conjunction with other district staff, complete and submit the following reports: Basic Education Data Survey, Annual financial reports, Annual Transportation Report, Non-Public Transportation, Special Education, Drug-Free Schools, Perkins, Title I, Title VI, E-rate, Teacher Quality, ISCAP, Nutrition (monthly), Preschool, Other reports, as needed

    + Work out agreements and contracts as directed by the superintendent and board.

    + Prepare billing for open enrollment and special education.

    + Keep abreast of and inform on needs and upcoming situations relevant to the district.

    + Participate professionally in meetings, including attendance at Board of Education meetings.

    + Be a positive, contributing factor to an efficient and effective school district.

    Specifications/Qualifications:

    + Bachelor of Arts in Accounting, Finance and/or Business

    + Iowa School Business Official Authorization (or willingness to obtain)

    + Experience training leaders on business financial practices

    + In depth knowledge of Generally Accepted Accounting Principles (GAAP) and computer skills.

    + Iowa Business Management Academy certification (or willingness to obtain)

    + Demonstrates an ability to work collaboratively with co-workers and supervisors.

    + Demonstrates an ability to plan, organize, assign, and supervise his/her own work.

    + Demonstrates organization and professionalism in fulfilling the responsibilities of the job.

    + Maintains confidentiality in the school operation.

    + Demonstrates a positive attitude toward school, students, and job and communicates the same to the community.

    + Adheres to applicable state and federal laws, rules and regulations, board policies, and administrative rules.

    + Such alternatives to the above qualification as the Board may find appropriate and acceptable.

    Terms of employment:

    + 260 day agreement

    + Salary determined annually by the Board of Directors

    Working Conditions:

    + Hazards include stairs and communicable diseases;

    + Extremes of temperature and humidity;

    + Occasionally lifting objects weighing up to 50 pounds;

    + Sitting for long periods of time;

    + Occasional stooping, kneeling, or crouching; and

    + Using hands and arms to reach for, grasp, and manipulate objects

The school district can define the number of days notice required of a terminating employee.
