We are seeking an experienced Agile Technical Lead to drive the design, elaboration, and delivery of complex Master Data Management (MDM) solutions within a Scaled Agile Framework (SAFe) environment. This role focuses on Veteran-centric MDM systems, including VA Profile, VA/DoD Identity Repository (VADIR/VIS), and Health Data Repository (HDR). The Agile Technical Lead will provide technical leadership, collaborate across multidisciplinary teams, and ensure solutions are scalable, performant, compliant with VA regulations, and aligned with strategic goals.
The ideal candidate is a hands-on technical expert with strong Agile experience, proficient in epic decomposition, solution architecture, prototyping, and cross-team coordination in Agile Release Trains (ARTs).
+ Epic Elaboration and Solution Design: Decompose large, complex MDM epics into comprehensive, scalable solutions. Define system-level designs emphasizing performance, scalability, security, and compliance with VA policies.
+ Solution Intent and Requirements Capture: Develop and document solution intent. Capture detailed business and technical requirements in collaboration with Technical Analysts, Customer Success, Strategy and Communications teams, and other stakeholders to ensure alignment with Veteran-focused needs.
+ Prototyping and Modeling: Create early user and technical prototypes, business process models, and experience models to validate MDM solutions. Partner with Development Scrum Teams and the Decision Support Reporting Team to test feasibility, data flows, and integration points.
+ Feature and Story Elaboration: Oversee the refinement of epics into features and user stories. Collaborate closely with Development Scrum Teams (including Scrum Masters, Developers, Testers, and Technical Analysts) to build actionable, prioritized backlogs.
+ Cross-Team Risk and Dependency Management: Proactively identify, track, and mitigate risks and dependencies across MDM teams, working in coordination with the Release Train Engineer (RTE).
+ Agile Program Management: Manage large-scale MDM initiatives within Agile Release Trains (ARTs). Ensure alignment with the Product Manager’s roadmap, RTE delivery schedules, and overall program increments.
+ Bachelor's degree in Computer Science, Information Technology, or a related field (Master's preferred).
+ 7+ years of experience in technical leadership roles, with at least 3+ years in Agile/SAFe environments.
+ Proven expertise in Master Data Management (MDM) systems, data architecture, integration, and governance.
+ Strong experience with solution design, prototyping, requirements elicitation, and backlog management.
+ Familiarity with VA or federal government systems, compliance (e. . , security, privacy regulations), and Veteran-focused applications is highly desirable.
+ Excellent communication, collaboration, and stakeholder management skills.
+ Certifications such as SAFe Agilist, SAFe Practitioner, Certified ScrumMaster (CSM), or relevant MDM/data certifications are a plus.
+ Base Pay Range: $150,000 - $184,000
+ Other Compensation: Incentive Compensation
+ All Compensation is commensurate with employee qualifications, experience, and other factors including geographic location, market and operational factors.
