    Job Summary & General Information

     

    Under direction of the Real Time Information Center Sergeant, the Real-Time Information Center Operator is responsible for using information, data, and analysis to provide real-time information and support to department operational personnel. Utilizing radio communications platforms, and real-time information center software, including but not limited to, license plate reader and camera systems, the RTIC Operator will collect, analyze, and report information and data for real-time situational awareness. In addition, the RTIC Operator will be an Unmanned Aerial System Pilot as part of the agency’s unmanned aerial system as a first responder program.

     

    This position is a non-exempt.

     

    Essential Job Functions and Responsibilities

    Use of Radio Communications and Computer System

     

    + Operates radios and computer terminals to receive and transmit information.

    + Monitors an integrated systems platform that combines 911 calls for service from the 911 Dispatch Center in designated priorities.

    + Operates national/state criminal information computer systems to retrieve/update criminal information and motor vehicle/license records; locates, runs inquiries, and enters updates on data such as criminal histories, warrants, driver’s license records, stolen property, or missing/wanted persons. Such systems include but are not limited, National Crime Information Center (NCIC) and Georgia Crime Information Center (GCIC).

    + Inputs, accesses, and queries data in various County, State, and Federal computer systems, including but not limited to, Computer Aided Dispatch (CAD), Police Record Systems, and Geographic Information Systems (GIS)

    + Conducts searches through various databases to gather pertinent information on events, people, locations, and vehicles as needed.

    + Sources real-time video footage gathers intelligence information from databases, and communicates with Police Officers, often during high-stress situations.

    + Tracks evolving situations, assists in identification of possible persons and vehicles of interest, locates fleeing vehicles, and calls for additional resources when on-scene personnel are unable to do so.

     

    Use of Camera Systems and Unmanned Aerial Systems

     

    + Proactively monitors the camera systems for public safety situations that are equal in priority to designated calls for service and communicates such situations upon observation.

    + Monitors traffic management and facility infrastructure security cameras to provide situational awareness to responding resources during in-progress incidents.

    + Maintains and operates mobile camera assets and other equipment as needed.

    + Assists in requests for video evidence during/after critical incidents as well as post incident investigations and public information requests.

    + Pilots Unmanned Aerial Systems.

     

    Dissemination of Information

     

    + Comprehends and makes inferences from written material including bulletins and intelligence information; integrates training, experience, and knowledge to identify potentially dangerous situations.

    + Prepares written reports with clearly organized thoughts using proper sentence structure, punctuation, and grammar that meets police report writing guidelines.

    + Attends training and studies current literature on research methodology, police issues, and current law enforcement technology to provide recommendations for improvements in Real Time Information Center practices.

    + Performs related duties as required or assigned.

     

    Knowledge, Skills & Abilities required

    Knowledge of:

    + Operational characteristics, services, and activities of a Real-Time Information Center.

    + Local geography, including main streets and their hundred blocks, relative distance between streets, City boundary limits, and sectors and beat areas.

    + Applicable federal, state, and local policies, laws, and regulations.

    + Security and privacy requirements of police information.

    + Unmanned Aerial Systems operational characteristics and applicable laws.

    + Operational characteristics of video management systems.

    + Principles of business letter writing and report preparation.

    + Functions of the Police Department and other City departments.

    + Methods and techniques of telephone etiquette.

    + Methods and techniques of conflict resolution.

    + Customer service principles and Public Relations techniques.

    + Modern office equipment and procedures; records management principles and practices; data analysis methods and police terminology.

    Ability to:

    + Perform several tasks simultaneously.

    + Analyze situations quickly and objectively.

    + Understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities.

    + Operate as the Pilot in Charge of unmanned aerial systems.

    + Monitor incoming calls to the 911 Communications Center; determine if additional information can be gathered prior to officers being dispatched.

    + Establish and maintain effective working relationships with the public and all City employees.

    + Communicate clearly and concisely via radio and telephone, and in person.

    + Work under pressure, exercise good judgement, and make sound decisions in emergency situations.

    + Remain flexible in an environment with changing priorities, deadlines, and schedules.

    + Maintain composure, alertness and concentration while working for extended periods of time.

    + Maintain confidentiality.

    + Work a variety of shifts as assigned, including days, evenings, nights, weekends, and holidays as required.

    + Write and edit documents with close attention to detail, proper spelling, grammar, and use of language to ensure the accuracy of work product.

    + Handle multiple projects under tight deadlines.

    + Communicate effectively, both verbally and in writing.

    + Compile, arrange, and present information in a clear and concise manner.

    + Operate a variety of telecommunications receiving and transmitting equipment including radio transmitting communication equipment and computer equipment.

    + Operate specialized public safety computer systems and applications.

    + Read and interpret maps and other navigational resources and give directions.

    + Utilize Microsoft 365 Products (including but not limited to, Outlook, Word, Excel, PowerPoint, and SharePoint).

    Minimum Qualifications

    Combination of education and experience sufficient to successfully perform the essential functions of the job qualifies.

     

    + High school diploma or GED equivalency with college level course work or vocational training in a public safety or technology field is desirable.

    + Must be a United States citizen.

    + One (1) year of experience in law enforcement, military, security, emergency preparedness, or public safety in a patrol, investigatory, dispatch, technical or similar support capacity sufficient for basic familiarity with law enforcement functions and operations, is preferred.

    + Experience working in a Microsoft 365 environment (including but not limited to, Outlook, Word, Excel, PowerPoint, and SharePoint).

    + Experience working in a Real-Time Information Center, Real Time Video Monitoring Center, or a Network Operations Center is highly desirable.

    + Experience with unmanned aerial systems piloting is highly desirable.

    + Possession of a valid Remote Pilot Certificate (Part 107) within one year of employment.

    + Certification through Georgia Crime Information Center (GCIC)/National Crime Information Center (NCIC) within six months of employment.

    + Possession of a valid Georgia driver’s license.

    Physical Demands & Work Environment

    Physical: Work is performed in a Real Time Information Center emergency services setting with extensive public contact; incumbents are required to work evening, night, weekend, and holiday shifts; incumbents may be called back or held over to maintain staffing levels. Primary functions require sufficient physical ability and mobility to work in an emergency services setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.

     

    Vision: See in the normal visual range with or without correction; vision suf?cient to read computer screens and printed documents and to operate equipment. Some tasks require the ability to perceive and discriminate colors or shades of colors and visual cues or signals.

     

    Hearing: Hear in the normal audio range with or without correction.

     

    Sensory: Ability to tolerate sudden/alarming/unexpected sounds, such as alarms, of?ce equipment operation, drawers/doors closing, and other unpredicted of?ce environment sounds.

    Medical: 2 High Deductible Health Plan (HDHP) options (HRA and HSA) with lower monthly costs. Dental: no deductibles.     Retirement Health

    Medical Coverage: retirees (age 55+ and 10+ yrs. of service) may continue individual coverage up until Medicare eligibility at age 65. Medical Reimbursement: retirees (age 55+ and 15+ yrs. of service) receive a monthly reimbursement benefit as periodically determined by the Pension Board of Trustees.

    Retirement

    Defined Contributions 401(a): City contributes 10% of employee's annual base pay. Vested benefit accrued at 20% a year, with full vesting after 5 years of service. Deferred Compensation (457) and Matching Contributions: employees may elect to participate at any time. After 1 year of continuous employment, City matches employee's contributions, up to 5%.

    Group Term Life Insurance and AD&D

    Short-Term Disability: 66.67% of base pay after 14 days of disability. Long-Term Disability: 60% of base pay after 26 weeks of disability. Premiums paid 100% by the City.

    Paid Time Off (PTO)

    PTO is provided for rest, recreation, illness and family needs. Hours are accrued bi-weekly.
