GENERAL DESCRIPTION
The Georgia Department of Community Affairs (DCA) is a state organization dedicated to partnering with communities to help create a climate of success for Georgia's families and businesses. OVERVIEW OF JOB
The Grants Consultant position serves as a key staff member for award and grants management with the Office of State Economic Development within the Community Finance Division. The Grant Consultant position will work with the One Georgia Authority Economic Development Growth Expansion (EDGE program) and the Regional Economic Business Assistance (REBA) grant program and other economic development programs. Duties include, but are not limited to, review and analysis of internal processes and controls to ensure timely processing of grant awards and draw requests, performance of grants management functions including the collection, review, and approval of reports from subrecipients, creation of monthly reports, etc. The Grants Consultant is also responsible for addressing and/or resolving issues associated with eligibility of costs, budget compliance, and reporting, and assisting reviewing/scoring panels for Community Development Block Grant Annual Competition applications. This is a very detail-oriented position requiring advanced organizational skills initiative related to processing draw down request details. Other duties as assigned include other financial and programmatic reports requested by the Office Director or Managers.
OVERVIEW OF POSITION EXPECTATIONS
+ Collaborate with internal and external stakeholders to plan, coordinate, and conduct site visits.
+ Manage clear, timely, and professional communication to support all phases of grant administration.
+ Maintain thorough and accurate documentation of grant activities, decisions, and correspondence in accordance with program requirements.
+ Organize and preserve complete, audit-ready grant files from project initiation through closeout.
+ Uphold strict confidentiality regarding sensitive project, organizational, and participant information.
+ Work effectively in a team environment and contribute constructively to shared objectives.
RESPONSIBILITIES
Maintains program-level financial management records. Performs tasks in an Grants Management System internet-based portal and FileMaker based Grant Management System (GMS).
Oversees distribution of funds to grantees:
+ Review requests for payment or reimbursement, coordinate with program staff to assure conditions for payment are met. Communicate issues to grantee and assist with resolution
+ Set-up and/or process by grant and activity utilizing internal accounting as well as external systems
+ Communicate with internal DCA Accounting / Finance Team regarding financial award set-up and draw payments
+ Review amendment request, i.e. budget revisions
+ Prepare and send general correspondence, as directed by managers
+ Develop and update written procedures and processes for internal grants management systems
+ Prepare and submit monthly reports
+ Maintain electronic and file records for each grantee
+ Ensure all grants are properly filed
+ All folders shall have all communications from signed contract, funding requests, emails, and correspondence
+ Coordinate archival of data and files when needed
+ Provide grants management and accounting technical assistance to grantees
+ Provide daily technical assistance when requested by agency
+ Provide technical assistance with webinars, PowerPoint presentations with trainings and workshops when assigned.
Authorizes payment of state programs drawdown requests from grantees for review and approval of the Office Director.
+ Answers numerous inquiries from grantees regarding the status of their drawdowns
+ Reviews grantee drawdown requests for compliance in the following areas:
+ Conformance to grant budget as approved by DCA
+ Determination of clearance of grant special conditions
+ Conformance with grant award period
+ Conformance with signature card
+ Status of outstanding findings if any
+ Status of submission of grantee audits to the Department of Audits
+ Timeliness of submission of grantee semi-annual reports
Enters a double-entry record into the Grant Management System (GMS) of all drawdown requests to maintain checks and balances for Division financial record keeping and to facilitate internal and external financial reconciliations.
Prepares Grant Adjustment Notices (GANs) for economic development grantees for review and approval of the Office Director and the Division Director.
+ Reviews grantee amendment requests to determine eligibility and financial accuracy and makes recommendations regarding approval/denial to the Office Director
+ Prepares written GANs in the following areas: o Clearance of Special Conditions
+ Grant amendments
+ Grant extensions
+ Budget adjustments
+ Grant de-obligations
+ Updates the GMS with changes resulting from GANs.
+ Prepares grant award packages for grantees
+ Prepares and enters grantee budgets into state databases as needed
+ Prepares grant conditions for review by the Office Director or Manager of State Discretionary Grant Programs
+ Prepares other elements of the grant award packages, e.g., award statement, award budget statement, statement of revisions, and General and Special Conditions.
May participate in reading, evaluating, and scoring CDBG/federal grant applications and participates in team reviews on an annual basis.
+ Prepares and presents CDBG grant applications to review panel for scoring based on rating and review criteria established in the applicable applicants’ manual
+ Prepares individual written review sheets for inclusion in the grant application file
+ Prepares individual written survey methodology review sheet for inclusion in the grant application file
+ Prepares individual written leverage analysis for inclusion in the grant application file.
+ Performs the following Grants Management System (GMS) Functions and electronic portal maintenance as needed:
+ Sets up and funds new state grants for the division in the GMS database
+ Enters state grants budgets and amended budgets in the GMS
+ Reviews electronic log of semi-annual progress reports received to alert office Director or Office Manager of delinquent progress reports
+ Prepares list of delinquent semi-annual progress reports for review by Managers
+ Conducts fiscal reviews to determine financial appropriateness and balance of requested budgets.
KNOWLEDGE, SKILLS, AND ABILITIES
KNOWLEDGE: This position requires a thorough knowledge of generally accepted financial practice and accounting (fund accounting a plus). This position also requires knowledge of financial management requirements.
SKILLS: This position requires skill in accounting, financial management, and grants management. The position also requires advanced computer skills (all Microsoft Office application as well as significant database applications). The position requires excellent written and oral communication skills.

Qualifications
Bachelor's degree in business, public administration, finance, community planning or a related field in area of assignment from an accredited college or university AND One year of experience in grants management, public funds administration, accounting or a related area OR Five years of experience in grants management, public funds OR One year of experience required at the
lower-level Grants Spec 1 (FIP050) or position equivalent. Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.

WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)
This position is currently designated as a hybrid (part in-office and part remote/Telework) position. This position is full time (40 hours per week) and may require occasional overtime. Local periodic travel may be required.
PHYSICAL / SENSORY REQUIREMENTS:
Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operates a computer and other office equipment.
