Purpose
Provide senior-level leadership, project management, and technical coordination for Subsurface Utility Engineering (SUE) projects by directing project teams and field crews through all phases of work. This role is accountable for delivering complex SUE projects on time, within budget, and in accordance with quality, safety, and ASCE standards, while supporting client relationships, operational efficiency, and business growth.
Responsibilities
Leadership and Direction
+ Receive broad guidance from senior leadership regarding strategic objectives, critical issues, and operational parameters; independently manage people, projects, and processes to ensure successful execution.
+ Lead, mentor, and direct SUE project teams, field crews, and technical staff; review work products for quality assurance and compliance with standards.
+ Provide leadership in staffing, equipment utilization, and workload planning to meet project and operational demands.
+ Promote a culture of safety, quality, accountability, and continuous improvement within SUE operations.
At the Operational and Company Level
+ Support SUE operational needs, including equipment, vehicle, and software acquisition and utilization.
+ Assist with workforce planning, staffing needs, and coordination of field and technical resources.
+ Participate in business development efforts by supporting marketing initiatives, meeting with clients, and strengthening relationships to secure repeat and new business.
+ Consult and coordinate with clients, contractors, and internal departments (e.g., engineering, planning, survey) to define project requirements and resolve issues.
+ Contribute to operational planning, budgeting, and performance tracking for SUE services.
Do the Work
+ Meet with prospective and existing clients to develop scopes of work, prepare proposals, establish budgets, and develop project schedules.
+ Serve as the primary point of contact for assigned projects, maintaining close liaison with clients to address technical requirements, schedule, contract, and billing matters.
+ Oversee all SUE project activities, including scope development, contract administration, staffing needs, and review of project changes, additional services, and budget impacts.
+ Define the scope and execution plans for multiple, complex SUE projects; monitor progress against schedules, budgets, and deliverables.
+ Provide day-to-day technical and operational support to SUE field crews and CAD technicians, ensuring timely communication and issue resolution.
+ Review job cost reports, prepare or approve monthly billings, and support collection of outstanding receivables for assigned clients.
+ Compile and maintain project documentation, calculations, reports, and records essential to SUE operations.
+ Support and participate in SUE quality control and quality assurance activities.
+ Procure, manage, and maintain inventory of supplies and equipment; ensure SUE vehicles and equipment are properly maintained and compliant.

Qualifications
+ High school diploma or GED required.
+ Subsurface Utility Engineering (SUE) certification preferred.
+ Ten or more (10+) years of SUE experience including experience at the SUE party chief level, or related experience.
+ Demonstrated project management experience on complex SUE projects and SUE management software.
+ Thorough knowledge of SUE designation, collection and reporting practices while adhering to ASCE-38-02 standards for all quality levels (A, B, C and D).
+ Thorough knowledge of field procedures for performing vacuum excavation (test holes), exploratory excavations, ground penetrating radar, concrete imaging and mapping and pipe thickness testing.
+ Experience with Temporary Traffic Control. MOT certification strongly preferred.

Physical Demands and Working Environment
+ Primarily indoor professional office environment which may include bright/dim light, noise, fumes, odors, and traffic.
+ Mobility around an office environment.
+ Frequent and prolonged use of standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
+ Occasional outdoor work environment which may include adverse weather conditions, varying temperatures, excessive noise, and/or potential hazards.
+ Mobility around a job/construction site to include walking, bending, crawling, climbing, squatting, or kneeling and wearing of required Personal Protective Equipment (PPE).
+ May occasionally operate SUE equipment, necessitating walking the assigned study area to complete data collection over the course of several hours.
+ Primarily local travel during the business day, although some out-of-the-area and overnight travel may be required according to the needs of the business.
+ Occasional lifting or carrying up to 20 pounds.
+ Occasional pushing or pulling up to 20 pounds.
+ Occasional reaching outward or above shoulder.
