Summary The Congressional Research Service (CRS), Government and Finance (G&F) Division is seeking an Analyst in Emergency Management. The ideal candidate will work on federal emergency management policy issues including risk management, hazard mitigation, or national preparedness. The successful candidate will demonstrate their ability to apply their knowledge of risk management and national preparedness to current federal policy debates. Responsibilities The ideal candidate will have knowledge about emergency management principles and risk management frameworks, experience analyzing public policy, and an intellectual curiosity about insurance, hazard mitigation, or national preparedness. The successful candidate will demonstrate their ability to apply their knowledge of emergency and risk management to current federal policy debates. Strong writing, research, and presentation skills are essential, as is the ability to work on a collaborative team. Candidates with experience explaining risk management and preparedness principles, practices, programs, and U.S. policy issues to audiences with varying levels of expertise are encouraged to apply. Successful candidates will possess familiarity with federal hazard mitigation strategies, the National Flood Insurance Program, the National Preparedness Goal, the grant programs that support these initiatives, and the economic impacts of various risk management approaches, as well as the ability to develop knowledge to support research analyses undertaken in other related issue areas throughout CRS. The analyst is also expected to develop over time the skills necessary to provide policy and legislative analysis and consultation to congressional committees, Members, and staff at increasingly sophisticated levels. Experience with Python, R, and/or GIS is preferred. CRS works exclusively for the United States Congress, providing policy and legal analysis to committees and Members of both the House and Senate, regardless of party affiliation. As a legislative branch agency within the Library of Congress, CRS has been a valued and respected resource on Capitol Hill for more than a century. CRS is well known for analysis that is authoritative, confidential, objective, and nonpartisan. Its highest priority is to ensure that Congress has immediate access to the nation's best thinking on public policy issues of interest to its Members and committees. Analyst duties include: Prepares analytical reports, memoranda, and other types of written responses for congressional committees, Members, and staff on issues of legislative concern within the employee's area of professional knowledge. Provides congressional staff with factual and analytical information by phone and in person, often in structured situations. Prepares descriptive and background reports, memoranda, and other types of written responses for congressional committees, Members, and staff on policy issues within the employee's area of professional knowledge. Locates and organizes factual information, articles, and publications through independent research, including searches of the reference collections and databases of CRS, the Library, or other institutions. The employee is also expected to develop over time the skills necessary to provide public policy and legislative analysis and consultation to congressional committees, Members, and staff at increasingly sophisticated levels. Qualifications Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Knowledge of emergency management policy.** Ability to design and utilize research and analytical methods and techniques.** Ability to write on issues related to federal emergency management policy.** Ability to convey analysis and information orally through briefings, consultations and other presentations. Ability to exercise objectivity in all phases of analysis, consultation, and/or oral presentations. Ability to communicate effectively other than in writing. Education Additional Information The Congressional Research Service, within the Library of Congress, is part of the Legislative Branch of the federal government. As such, all positions are in the excepted service. The salary range indicated reflects the locality pay adjustment for the Washington, D.C. metropolitan area. Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous federal service will generally be paid the minimum step of the grade. This is a non-supervisory, bargaining unit position. The tour of duty for this position is full-time. The position description number for this position is 004745.
