Job Description

TheExecutive Officer 2 provides strategic administrative and operational leadership to support the Division of PK–12 Learning in implementing statewide priorities that improve teaching, learning, and student outcomes. This position manages division-level projects; oversees budgets, contracts, and grants; and ensures alignment across bureaus and programs.
The Executive Officer 2 serves as a key liaison among bureaus, other divisions, and across the Department to ensure coherent, efficient, and compliant implementation of statewide education initiatives. This position also supports the fiscal and contractual management of the Comprehensive Literacy State Development (CLSD) and Charter School Program (CSP) grants by providing guidance, oversight, and coordination to ensure grant requirements are met and resources are effectively utilized. The role influences planning, communication, fiscal management, and continuous improvement.
Your Responsibilities:
Division Coordination and Strategic Leadership (25%)
+ Provide executive-level administrative leadership for Division priorities and initiatives supporting PK–12 student learning and improvement.
+ Develop and implement operational procedures and communication structures to enhance coordination, efficiency, and accountability across the Division.
+ Support management and oversight of the CLSD and CSP grants, including providing guidance to grantees, monitoring implementation, and ensuring alignment with state and federal requirements.
Budget and Fiscal Oversight (20%)
+ Develop, monitor, and manage Division budgets, ensuring fiscal compliance with state and federal requirements.
+ Oversee financial reporting, cost allocations, and expenditure tracking to ensure responsible stewardship of public funds.
+ Prepare fiscal summaries, justifications, and budget proposals for leadership review and decision-making.
+ Oversee contracts, grants, and procurement processes, including CLSD and CSP, ensuring compliance and monitoring performance of agreements.
Policy and Compliance (20%)
+ Analyze administrative rules, guidance, and grant requirements that impact the Division’s work.
+ Monitor Division compliance with statutory, administrative, and grant-specific requirements and lead efforts to implement necessary changes in processes and procedures.
Engagement and Communication (20%)
+ Serve as a liaison among bureaus, divisions, and across the Department to promote collaboration and transparency.
+ Provide guidance and support to CLSD and CSP grant stakeholders.
+ Prepare reports, presentations, and communications for Department leadership, boards, and external partners.
Data, Evaluation, and Reporting (10%)
+ Oversee the collection, analysis, and reporting of Division-level and grant-specific data to support decision-making, accountability, and continuous improvement.
+ Use data and evaluation findings to identify trends, gaps, and opportunities for improvement within Division operations, programs, and grants.
Administrative Operations and Support (5%)
+ Provide direct administrative support to the Division Administrator, including coordination of meetings, planning, and workflow management.
+ Develop and refine internal procedures, templates, and communication systems to improve efficiency and consistency across bureaus.

Hours: 8:00 a.m. – 4:30 p.m., Monday – Friday; some nights and weekends, occasional in-state and out-of-state travel

DESIRABLE QUALIFICATIONS:
+ Experience utilizing Microsoft Suite.
+ Experience working in computer programming.
+ Experience providing technical assistance and professional learning to educators.
+ Experience interpreting and implementing state or federal education law.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to four years of full-time professional-level work in program administration, program development, program operations, or management.
2) A total of eight years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
3) All of the following (a, b, and c): a. Two years of full-time professional-level work experience in program administration, program development, program operations, or management; and b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 1 or comparable specific management-level position.
