Summary The Office of Information Technology is seeking applicants for a temporary promotion for the Senior Officer-Deputy Director (Managing Executive) located in Washington, DC. This position is open to current SEC Employees. Responsibilities This position is located in the Office of Information Technology (OIT) and serves as the strategic advisor and operational leader responsible for managing all operational aspects of OIT, including organizational planning, human capital management, procurement, budgeting, administrative services, project management, and risk management. Typical duties include: Analyzes and distills important business and operational information in order to accurately contribute to a number of office and agency reporting requirements. These include: current data on performance metrics, the annual management assurance statement, position requests, and a host of other ad-hoc reporting requirements related to the administrative and operational offices and/or functions. Represents the office on key agency governance committees responsible for evaluating agency financial, IT, and enterprise risk operations. Uses strong political savvy and business acumen to collaborate with senior leaders across the division and agency to plan and evaluate programs, solve problems, and facilitate decision making. Drives operational cohesion and provides high-level consultation to develop, conceive, plan, and implement policies and guidelines affecting broad, emerging, and/or critical office-wide programs. Translate new requirements or priorities into program goals, actions, and policies. Help the office respond to the impact the changing regulatory environment may have on staffing and organizational needs. Develops and implements programmatic or new strategic initiatives and proposes policy recommendations on matters concerning the business and infrastructural support. Supports strategic priorities through expert navigation of human capital, financial, and technical resources. Translates organizational vision into action by analyzing complex problems and devising innovative solutions, including applying project management principles, supervising, monitoring and evaluating projects, and resolving difficult problems related to planning, development and operations. Facilitates operational effectiveness and oversee strategic planning, management reporting and systems monitoring to promote ongoing quality improvement, and improve organizational performance. Requirements Conditions of Employment Qualifications All qualification requirements must be met by the closing date of this announcement. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Qualifying education must have been obtained from an accredited college or university recognized by the U.S. Department of Education. BASIC REQUIREMENT: All applicants must possess the following J.D. or LL.B. degree --AND-- Active membership of the bar in good standing in any state, territory of the United States, the District of Columbia, or the commonwealth of Puerto Rico. (Note: proof of bar membership will be required before entry on duty. MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement. SO-01: Have at least four years post-J.D experience identifying legal issues, providing legal analyses, providing legal solutions/recommendations, and preparing legal documents, which also includes at least three years of specialized experience: Managing the business operations of a legal, audit/examination, financial, regulatory or federal organization, which includes managing AT LEAST three (3) of the following four (4) functional areas: Time and resource budgeting; Human capital management; Planning and executing information technology or process improvement initiatives; and/or Operational or external-facing risk management. Developing and refining organizational policies, processes and measurements to assess and improve with innovative strategies and plans the efficiency and effectiveness of the organization's operations; AND Governing information technology initiatives including applying project management principles, supervising, and resolving difficult problems encountered in the planning, development and operations of multifaceted IT systems.
