    Summary You will serve as a FACILITIES OPERATIONS SPECIALIST in the Mariner Skills Training Center, Atlantic, Norfolk, VA of SURFACE WARFARE OFFICERS SCHOOL located in Norfolk, VA. Responsibilities You will handle all building emergencies in relation to heating - ventilation-air conditioning (HVAC), electrical problems, plumbing, and other facility problems. You will conduct formal inspection programs and evaluates operating services, maintenance, repair, safety, and space distribution and utilization. You will develop budget justifications, analysis, and recommendations to perform service or maintenance. You will maintain files and required documentation as necessary. You will determine the total budgetary requirements to support all facets of the assigned facilities operations. You will be responsible for planning, coordinating, and reporting incidents, and safety improvement measures for all MSTC facilities. You will serve as the principal advisor to the Commanding Officer of Mariner Skills Training Center on the status of all command facilities. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Review, plan, and coordinate space utilization for the command to determine facility space, safety, environmental, and HAZMAT requirements and risks; 2) Makes recommendations to assign buildings, classrooms, and training areas to school departments to maximize asset utilization; 3) Coordinate maintenance, repairs, and custodial services for assigned building, grounds, and training areas to ensure minimal disruption to mission; 4) Prepare, process, and submit work orders for, fax and phone support for command buildings and grounds and follow-up on work orders to ensure timely execution; 5) Plan, manage, analyze, and coordinate current and future logistics support requirements in the property management, property accountability, supply, maintenance, repair, movement, and transportation areas.. Education Those who do not have the specialized experience listed under the Qualifications section may qualify with education or a combination of education and experience as follows: 1. Successfully completed a Ph.D. or equivalent doctoral degree. or 2. Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree. or 3.
