Role Overview:
The Director of Pavement Management provides statewide leadership for INDOT's Pavement Management Team, guiding the execution of the agency's comprehensive 20‑year pavement plan. This position directs strategic planning and policy development to align maintenance and capital investments with fiscal constraints and performance goals. Responsibilities include overseeing project prioritization, investment timing, and funding optimization through rigorous data analysis and annual field inspections; leading/managing teams to ensure quality assurance of pavement data and adherence to asset‑management procedures; solving funding challenges, managing change requests, and maintaining alignment with capital programming. The role also engages with internal and external stakeholders to sustain pavement conditions, maximize taxpayer investment, and support economic growth by keeping Indiana's roadway network in a state of good repair.

This position is located in INDOT’s Indianapolis Central Office.
Salary :
This position traditionally starts at an annual salary of $102,024.00. Salary for this position may be commensurate with education and job experience.
A Day in the Life:
The essential functions of this role are as follows:
+ Direct staff in development of engineering specifications, policies, procedures, and standards having statewide impact for entire engineering program function.
+ Establishes work priorities.
+ Directs development and implementation of policies and procedures.
+ Evaluates program effectiveness.
+ Develops and administers budgets.
+ Evaluates need and coordinates training.
+ Directly provide developmental opportunities, coaches staff to foster development, job satisfaction, assigns work, evaluates performance, recommends discipline, if necessary, provide feedback.
+ Review and approve goals and objectives proposed by staff.
+ Direct the preparation of highly technical engineering reports including program manuals.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
This person must have the following requirements to be considered for employment:
+ Must have a valid Professional Engineer License issued by the State of Indiana.
+ Knowledge of information technology systems and applications, experience in operations (or related discipline) and have a minimum of five (5) years of supervisory and/or management experience.
+ Broad knowledge of operations and management techniques.
+ Ability to work in a lateral direction across organizational boundaries to identify business information needs and implement solutions to fulfill them.
+ Possess a high level of analytical, planning and organizational skills to project needs, manage projects, and application activities.
+ Effectively communicate, both orally and in writing.
+ Ability to formulate sound management and fiscal recommendations and make appropriate decisions with consideration of potential impact on agency, department and district.
+ Ability to effectively prioritize a variety of projects/functions.
+ Ability to establish and maintain effective working relationships with all levels of management.
+ Ability to work independently.
+ Ability to organize thoughts and ideas in a logical manner.
+ Able to perform essential functions with or without reasonable accommodation.
Supervisory Responsibilities/Direct Reports:
This role may provide direct supervision for one or more staff members.
