    Summary This vacancy is for a GS-0343-14, Agency Mail Manager located in the Department of Homeland Security, U.S. Coast Guard, MANAGEMENT PROGRAMS and POLICY DIVISION -CG-611 in WASHINGTON, District of Columbia. Responsibilities You will serve as a Agency Mail Manager, the principal administrator coordinating all matters related to postal and mail activities across the Coast Guard enterprise. Responsible for planning, organizing, and directing program activities, monitoring and reporting compliance with regulatory and Department of Homeland Security (DH) requirements. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Develop policy to ensure safe handling of mail throughout Coast Guard mail centers relative to CBRNE agents and incorporate Federal hazardous materials requirements. Analyze proposed and existing policies and recommend alternative practices that will meet operational requirements and prove cost effective to the Coast Guard. Serve as a Mail Manager and Compliance Officer, ensuring expedited mail service providers are used only as authorized by the Private Express Statutes. Conduct studies, inspections and/or surveys to promote economical and efficient selection and utilization of space, staff, equipment, and supplies. Provide expert analysis and evaluations to management encompassing programmatic milestones, schedules, and budgetary resources planning and execution required for effective management, operations and decision making. Represent the agency in its collaborations and relations with service providers, and other Federal agency mail managers to include interagency committees. Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position. A. This position requires obtaining and maintaining Mail Management Certification or management determined equivalent within three years of entry into position. B. This position requires obtaining and maintaining a Federal Acquisition Certification (FAC) for Contracting Officer Representative (COR) (FAC-COR) Level I within two (2) year entry into the position. The position requires Mail Management Certification and Federal Acquisition Certification (FAC) Contracting Officer's Representative (COR), FAC-COR Level I. Qualifications To qualify at the GS-14 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular and recurring basis. Utilize administrative laws, policies, regulations, and precedents applicable to the administration of mail management to include hazardous and dangerous goods, next generation delivery service, penalty mail stamps, and Foreign Post Office (FPO) mobile Mail Routing; Provide expert analysis and advice on complex program issues impacting a major organization's postal and mail enterprise; Establish broad, written policies and procedures to provide timely and cost-effective dispatch and delivery of mail and other material; Prepare reports and briefings on results of studies that ensures the program goals, objectives, and operations are in line with the organization's mission; and Develop mail security policies and plans, ensuring the protection of all mail processing to prevent, deter, and mitigate the deliberate efforts to destroy, incapacitate, or exploit the mail center and/or infrastructure. Student Loan - Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three-year service agreement.
