Colorado Department of Education – What We Do
The Colorado Department of Education (CDE) provides leadership, resources, support, and accountability to the state's 178 school districts, 1,888 schools, over 53,000 teachers, and over 3,200 administrators to help them build capacity to meet the needs of the state's approximately 905,000 public school students. In addition, CDE provides structural and administrative support to the Colorado School for the Deaf and the Blind and the Charter School Institute.

Description of Job
WORK ENVIRONMENT:
This position is Temporary, Full-time, and is Hybrid (Remote/Home Office w/requirement to report to Work location per business needs).
+ Office hours are typically Mon-Fri, 8 am-5 pm.
+ Extended hours during the evening or the weekend may be required by business needs.
+ 5% Travel required within Denver Metro/Downtown for Meetings/Training.
+ A Remote (Home) office is required.

+ Required to sit, view a computer screen, and utilize a keyboard and mouse for extended periods of time.

POSITION SUMMARY:
Adult education serves thousands of adults 17 and older in need of a high school credential, improved English language skills and job upskilling that will lead to meaningful employment, helping to break cycles of poverty and building stronger local communities within Colorado. The Adult Education Program Coordinator supports grantees (school districts, non-profits, community colleges, libraries, etc.) that receive federal Adult Education and Family Literacy Act competitive grant funds to efficiently and effectively utilize resources and align funding to strengthen adult education instructional delivery in local workforce areas across Colorado. The Program Coordinator is part of a team of five Coordinators that are responsible for reviewing policies, data, grantee application packages and documentation to ensure compliance with state and federal laws. Technical assistance to grantees includes assisting programs to improve outcomes via phone, email, and on-site visits. Travel may be required approximately once per month.
MAJOR DUTIES AND RESPONSIBILITIES:
A. Grant Management
+ Develop strategies with grantees to meet federal performance measures, including employment outcomes and measurable skill gains (high school equivalency attainment, entrance into postsecondary education/training and assessment level gains).
+ Develop and implement protocols and strategies to ensure deliverables/goals are met.
+ Implement Colorado's state plan as required by the Workforce, Innovation and Opportunity Act (WIOA) by focusing on performance goals and state plan objectives as well as the state Adult Education and Literacy Act of 2014.
+ Increase grantee capacity through Adult Education and Family Literacy Act (AEFLA) grant activities and connect them to appropriate local WIOA partners.
+ Implement C.R.S., 22-10-101 - 107 and 1 CCR 301-98.
+ Increase grantee capacity through Adult Education and Literacy Act (AELA) grant activities and connect them to appropriate local partners.
+ Interface with grantees and collaborate with other CDE staff.
+ Initiate improvements to operational policies and procedures, making any necessary modifications based on analysis of performance and operational capacity in support of the Colorado Department of Education strategic plan and the Colorado WIOA state plan.
+ Other duties as assigned
B. Monitoring and Reporting
+ Analyze data and collaborate with other Adult Education Initiatives Office (AEI) team members to identify and implement technical assistance strategies.
+ Engage with the Adult Education Data Coordinator to ensure actionable and useful monitoring and reporting results are available, including conducting required activities and reporting. Responsible for understanding the evaluation methodology, reporting, meeting deadlines and communicating about the outcomes.
+ Use data to assess project implementation and quality and guide quality improvement in collaboration with program partners.
+ Utilize the LACES data management system to support accurate grantee reporting.
C. Instructional Practices Support and Professional Development
+ Utilize adult learning theory and best practices to support grantees.
+ Utilize adult learning theory, adult education standards and distance learning best practices to support grantees.
+ Identify and disseminate best practices in adult education programming and implementation.
+ Make formal and informal presentations about the program, promising practices and lessons learned upon request.
+ Convene the grantees as needed to support their work and provide technical assistance.
+ Create and manage Equity, Diversity, and Inclusion (EDI) strategies for effective grantee implementation of adult education grants.
+ Collaboratively design and develop online training with the Instructional Support and Professional Learning Coordinator in the use of EDI strategies.
D. Specialization Responsibilities
+ Act as the AEI team’s Equity, Diversity and Inclusion (EDI) content specialist, reviewing templates and communication for the AEI office to meet CDE equity and diversity standards and communication guidelines.
+ Track programs’ EDI engagement, performance and outcomes using an EDI lens in collaboration with the Adult Education Data Coordinator.
+ Engage in conversations and planning with grantees regarding the success and growth of underrepresented learners in their programs with an emphasis on access and retention
+ Use Critical Policy Analysis to evaluate program policies, local assurances and processes.
+ Collaborate with other Student Pathways Unit offices to create a culture of EDI learning and development.
+ Maintain and serve as contract project manager on equity consultant contracts.
+ Support grantees in EDI initiatives and programmatic changes.
+ Serve as the EDI representative with state partners.
+ Provide professional development in integrating EDI into programming and practices in collaboration with the Adult Education Professional Learning Coordinator.
+ Develop reports, papers, and conference presentations (as applicable) on best practices.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
MINIMUM EXPERIENCE AND EDUCATION REQUIREMENTS:
+ Bachelors or equivalent work experience.
+ The ability to identify complex problems, seek out relevant information to inform the solution, develop and evaluate options and implement solutions.
+ Proficient in project management and coordination.
+ The ability and willingness to travel.
+ The ability to pass a background check which includes a motor vehicle records search.
Preferred Qualifications:
+ Experience in state or federal grant management.
+ Instructional experience.
+ Experience in conducting program evaluation and producing reports.
+ Experience collaborating with adult education programs or related education or workforce programs.
+ Experience developing online courses, ideally in Moodle.
+ Experience using LiteracyPro’s LACES data system or other state data systems.
+ Experience adding and editing website content with Drupal or other similar content management systems.
+ Experience collaborating with partners to develop training systems.
