    Summary A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay. The typical seasonal entry-on-duty period is April to September but the season may be extended or reduced due to weather conditions, project needs, or funding. Anticipated Entry on Duty: April 2026. Responsibilities Open to the first 100 applicants or until 01/12/2026 whichever comes first. All applications submitted by 11:59 (EST) on the closing day will receive consideration. Major Duties: Performs skilled carpentry work in the construction, alteration, repair, and maintenance of buildings, boardwalks, docks, shelters, and other park facilities using wood, composite, and other materials. Interprets construction drawings, sketches, and specifications to determine materials, layout, and procedures for projects, ensuring compliance with building codes and park standards. Installs doors, windows, trim, cabinetry, and other finish carpentry elements with precision, ensuring durability and aesthetic quality in visitor centers, historic structures, and administrative buildings. Applies specialized carpentry techniques to preserve and restore historic buildings and features in accordance with the Secretary of the Interior's Standards for the Treatment of Historic Properties. Uses a full range of hand and power tools, including table saws, planers, routers, and nail guns. Maintains tools and equipment in safe working condition. Evaluates project sites to determine scope of work, material needs, and labor requirements. Prepares cost estimates and material lists for supervisor approval. Works alongside electricians, plumbers, masons, and maintenance workers to complete interdisciplinary projects, ensuring structural integrity and project coordination. Follows OSHA and NPS safety protocols, including the use of PPE and safe work practices. Ensures work does not negatively impact sensitive coastal or historic environments. Area Information: Position is within the Division of Maintenance and supports the maintenance of park structures within the facilities maintenance and operations program for all three Outer Banks Group parks - Cape Hatteras National Seashore, Fort Raleigh National Historic Site, and Wright Brothers National Memorial. Position duty station is located within Cape Hatteras National Seashore in Buxton NC for Hatteras Island maintenance. Cape Hatteras National Seashore (https://www.nps.gov/caha): Cape Hatteras National Seashore was designated as the first National Seashore in the National Park Service and preserves the wild and primitive character of the everchanging barrier islands, protects the diverse plant and animal communities sustained by the coastal island processes, and provides for recreational use and enjoyment that is compatible with preserving the distinctive natural and cultural resources. The Outer Banks are comprised by several towns including Manteo, Nags Head, Kill Devil Hills, Kitty Hawk, Buxton, and Ocracoke. The area is a beach destination. The beaches, as well as Albemarle and Pamlico sounds, provide exceptional recreational opportunities, such as fishing, surfing, boating, and many other watersports. There are several highly rated elementary, middle, and high schools and numerous extracurricular activities available for children. These towns all have homes for sale or rent and are within reasonable driving distance. The Outer Banks has many modern conveniences, such as grocery stores, retail shopping, banks, a hospital, and many restaurants. Cost of living on the Outer Banks is somewhat expensive as compared to other eastern North Carolina communities. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license. You may be required to complete training and operate a four-wheel drive vehicle. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work weekends, holidays, overtime work. You may be required to travel throughout the park per month. You must obtain a government charge card for travel purposes. Occupancy of government quarters maybe available. Qualifications To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors: Ability to Do The Work of The Position Without More Than Normal Supervision (SCREEN OUT) If your knowledge and ability in the SCREEN OUT factor above is not sufficient, you will receive no further consideration. Non-Competitive Rehire Eligibility: Temporary seasonal employees can only maintain their non-competitive rehire eligibility if they work no more than a combined total of Temporary NTE less than 1040 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS). If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1040 hours in your established service year will result in the loss of your non-competitive rehire eligibility. The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1040 hours. The limit also can be exceeded by working a single temporary seasonal appointment that exceeds 1040 hours, unless granted an exception by OPM. Employment may be terminated at any time due to fluctuations in funding levels, project needs, employee performance, or other considerations. Physical Demands: Duties require the incumbent to sit, stand, stoop, bend, kneel, climb, crawl, work in uncomfortable positions, and possibly walk over rough, uneven terrain. The incumbent may be required to wear protective clothing, gloves, face shields, and/or a respirator that may be uncomfortable; and the incumbent is expected to work from ladders, scaffolds, rooftops, and/or elevated platforms. The incumbent is expected to be able to lift up to 50 pounds unassisted and may be expected to lift and/or carry items exceeding 50 pounds in weight. Working Conditions: Work is typically performed in both indoor workshops and outdoor work sites. Work outside may be subject to extreme weather conditions, with wind, rain, snow, and ice, in temperatures ranging from below 0 to over 100 degrees. Depending on the geography of the park unit assigned, work may take place at elevations ranging from sea level up to 10,000 feet. The incumbent is exposed to sawdust, noise, fumes, vibration, cuts, and abrasions from the use of tools and equipment, and may occasionally be exposed to hazardous materials that can cause skin, eye, and respiratory irritation and burns, as well as microbiological organisms and potentially hazardous wildlife. The incumbent is expected to wear personnel protective equipment as required and comply with all safety and occupational health requirements.
