Information Services is the central IT department supporting all divisions of the Metropolitan Council. Our 140 team members provide technology, practices, and innovative solutions that enable the core services of the Council.
How your work would contribute to our organization and the Twin Cities region:
The Director, IS Business Office, provides strategic and operational leadership to drive transparency, accountability, and business value from IT investments and operations. This role leads the financial, procurement, asset management, software licensing, and service performance functions of Information Services (IS), ensuring alignment with Council priorities. The Director ensures fiscal discipline, resource optimization, and process consistency across the IS business units. This role also supports the Technology Oversight Committee (TOC), collaborating with internal Finance and Procurement departments, and defines strategy for how multiple business functions coordinate and collaborate effectively.
Notes: This position is eligible for a hybrid (both remote and onsite) telework arrangement. Candidate's permanent residence must be in Minnesota or Wisconsin. This posting will create a six-month eligibility list for current and future openings.
What you would do in this job
+ Directs financial planning, budgeting, and fiscal forecasting for the IS department
+ Oversee asset management and software licensing across Council systems
+ Leads procurement and vendor oversight for $70M+ in IT spending
+ Supports TOC with business case development, financial analysis, and investment reporting
+ Implements internal controls, audit compliance, and risk mitigation practices
+ Collaborates with ERP and technical teams to integrate reporting and automate data flows
+ Leads governance and continuous improvement of IS business functions
What education and experience are required for this job (minimum qualifications)
Any of the following combinations of completed education in Business Administration, Finance, Accounting, Information Technology, or related field and progressively responsible experience in financial management, procurement, vendor contract administration, asset/license management, or business operations within a technology environment.
+ High school diploma/GED and twelve years of experience including five years in leadership or management.
+ Associate's degree and ten years of experience including five years in leadership or management.
+ Bachelor’s degree or higher and eight years of experience including five years in leadership or management.
What additional skills and experience would be helpful in this job (desired qualifications):
+ Technology Business Management (TBM) Certification, Project Management Professional Certification (PMP), Information Technology Infrastructure Library (ITIL), or Six Sigma desirable.
+ Experience working and collaborating in a diverse, multicultural, and inclusive environment.
What knowledge, skills and abilities you should have within the first six months on the job:
+ Knowledge of Technology Business Management frameworks and financial transparency practices
+ Knowledge of IT governance, budgeting, procurement, and compliance regulations
+ Knowledge of operational workflows, business systems architecture, and organizational design

+ Ability to influence and engage senior stakeholders with credible analysis and planning
