The Division of Parks and Trails is seeking to fill one (1) full-time Accounting Officer located in St. Paul, MN. The days of work are Monday through Friday, the hours of work are 8:00AM to 4:30PM.
This position provides accounting and fiscal services on a statewide basis to support the Division of Parks and Trails and to collaborate with division managers and program staff in coordinating all phases of the revenue accounting process. This includes the development and processing of revenue budgets, and monitoring of the processing of $30 million of revenue collected at state parks, serving as liaison with the parks and MMB (Minnesota Management and Budget) – Cash Management. This position also includes responsibilities in the area of providing financial reports to management and liaison to DNR (Department of Natural Resources) internal audit staff on revenue issues.
Responsibilities include, but are not limited to:
+ Revenue- Manage the revenue process and the reporting of division revenue assuring that deposits are accurately recorded and reconciled.
+ Budget - Monitors division receipts and fiscal processes to ensure compliance with state and federal laws, and generally accepted accounting principles. Assist in providing financial reporting to Division management and other Department personnel.
+ Contracts - Regulates and monitors Division income agreements for compliance with state regulations and department policies by advising activity managers on the methods of establishing and implication of income agreements; reviews income agreements; preparing or direction preparation of documents; making required entries into the DNR Accounting System known as WIRES; and maintaining accurate file records.
+ Fully support and contribute to the successful operation of the fiscal unit, the Division of Parks and Trails and the Department of Natural Resources in a professional manner. Comply with all Division and Department standards related to professional conduct. Contribute to the continuous improvement of the fiscal unit's operations.
This position has a flexible work arrangement and may be eligible to telework on a part-time basis which is subject to change. If approved, the employee would be required to complete an annual telework agreement.
Minimum Qualifications
+ Two (2) years of experience performing accounting support or technical work, such as bookkeeping, reconciliations, data entry, or assisting with financial reports.
+ Knowledge of generally accepted accounting principles and practices, budgeting policies, principles, and practices sufficient to assist in the accounting and budgetary processes.
+ Proficiency in the use of personal computers and software packages such as Microsoft Excel, Microsoft Word, Access and other analytical tools.
+ Ability to reconcile data, balance accounts, and resolve fiscal discrepancies.
+ Excellent communication and human relations skills sufficient to build and maintain effective working relationships with DNR staff and external customers.
+ Ability to clearly communicate complex concepts and principles to ensure accurate and effective transmissions of information through internal and interagency communications for routine and technical situations.
+ Basic spreadsheet skills sufficient to develop and utilize reports that inform and enable effective management.
+ Ability to effectively receive and understand information and work with others to resolve issues.
+ Effective planning, time management, prioritization, and problem-solving skills.
Preferred Qualifications
+ Bachelor's Degree in Accounting, Business or Finance.
+ Working knowledge of state budget and accounting policies and procedures sufficient to develop, manage, and monitor the annual budget as well as process, review, and analyze expenses.
+ Comprehensive working knowledge of current state financial and personnel management systems (SWIFT and SEMA4) and Web Integrated Revenue System (WIRES).
+ Working knowledge of state contractual policies and procedures.
