Today, the IOLA Fund helps low-income people in New York State obtain help with civil legal problems affecting their most basic needs, such as food, shelter, jobs, and access to health care. The IOLA Fund is a fiduciary fund administered by IOLA’s publicly appointed Board of Trustees. The revenue is held in the custody of the State Comptroller and, subject to government procurement rules, provides the funding for grants awarded by the IOLA Board of Trustees to non-profit civil legal services providers for the purpose of delivering civil legal services to low-income New Yorkers and for improving the administration of justice. IOLA grantees vary in size and focus, providing a myriad of legal services: direct representation, advice and counsel, pro se assistance, legal education, and referrals to low-income or otherwise disadvantaged individuals. IOLA grantees also provide legal trainings, engage in partnerships and community collaborations, and initiate impact cases that enhance the quality of life for all New Yorkers. IOLA's current five-year grant cycle awarded $562.5 million to 87 nonprofit organizations that provide legal assistance to people living across New York's 64 counties.The OpportunityThe IOLA Fund is seeking a skilled and collaborative Budget Analyst to join its trusted and mission-driven team. Reporting to the Director of Administration, the Budget Analyst is expected to assist in managing and tracking agency-wide budget and cash flow, assist in the preparation of agency budget requests, evaluate and monitor vendor performance and compliance, and assist in routine bookkeeping. The role involves analyzing financial and operational data, preparing reports, and providing recommendations to improve efficiency and effectiveness.The essential functions of the Budget Analyst position include:• Within the New York Statewide Financial System (SFS), develop cost centers, refine IOLA’s chart of accounts, and ensure accurate bookkeeping.• Assist in managing and tracking agency budget and cash flow. • Assist in maintaining fiscal integrity and oversight of all aspects of budgetary operations of the agency.• Collaborate with management to improve budgetary reporting; collect and analyze spending data.• Prepare draft budget estimates and justifications.• Assist in the development and implementation of enhanced internal controls. • Evaluate, develop, and help implement IOLA’s financial oversight processes to enhance vendor accountability.• Perform audits of IOLA’s vendor contracts and document audit results and recommended improvements (e.g., writing preliminary audit findings, letters, and audit reports). • Assist in assessing program financial risks. • Work on other special projects supporting IOLA’s financial oversight work.Preferred Skills• Prior experience with non-profit accounting or auditing.• Knowledge of laws and policies that govern New York State government contracts (e.g., Guide to Financial Operations).Compensation & Benefits• Salary: $65,000-75,000, commensurate with experience. • Benefits: health and prescription drug benefits under the New York State Health Insurance Program (Empire Plan), Dental insurance, Vision Care, New York State Flexible Spending Account, NYS-Ride, life insurance, employee assistance program, New York State retirement plan, paid time off, and more.• IOLA operates in a 20% hybrid work environment.ContactTo express interest, please submit a cover letter, short writing sample, and resume to [email protected] by January 16, 2026.     Minimum Qualifications Qualifications and Education Requirements• A bachelor’s degree or higher in accounting, business administration, business management, economics, or finance.• Two years of professional accounting and/or auditing experience.• Proficiency in Microsoft Office Suite. • Prior experience with the New York Statewide Financial System (SFS).• Well-organized with the ability to work independently and manage priorities under tight deadlines.
