The primary purpose of this position is to provide planning direction, implementation guidance, in-depth training and resource documentation for Department of the Air Force-wide support of Casualty Sustainment programs. Responsibilities Plans, organizes, and manages assigned Casualty Sustainment program area, ensuring compliance with legal and regulatory requirements and meeting of customer needs Represents assigned Casualty Sustainment programs on working groups, advisory committees, conferences, and other meetings with a wide variety of internal and external functional area organizations. Establishes, defines, and implements policy and procedures to execute Casualty Sustainment programs. Conducts and/or leads special initiatives, studies and projects related to assigned Missing Persons programs to improve program efficiency and effectiveness. Requirements Conditions of Employment Qualifications Condition of Employment Cont. This position is Emergency-Essential (E-E). In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form2365 as a condition of employment. This is a "Key" Position. The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes 1.) Mastery knowledge of military human resources (HR) management policies and programs; all Federal benefits and entitlements, sufficient to provide authority's advisory service and an understanding of public laws and US Codes and applicability that impact delivery of the Department of the Air Force Casualty Sustainment Programs, 2.) Mastery knowledge of laws, regulations, policies and precedents related to and affecting Casualty Sustainment programs and related benefits and social support programs and procedures sufficient to serve as policy advisor and technical authority to implement and counsel on these programs and apply the total spectrum of benefits for members and/or their dependents, and 3.) Advanced knowledge of planning, scheduling, and conducting projects and studies including gathering, assembling and analyzing facts, drawing conclusions, devising recommended solutions, and developing briefings, papers and reports appropriate for senior level use and decision making. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of federal laws, regulations, executive orders, policies, guidance and precedents governing Casualty Sustainment programs. Knowledge of DAF Manpower, Personnel, and Services functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialists work performed in the subordinate organizations. Knowledge of the AF organizational structures to effectively implement policy and develop guidance, standards, and procedures that affect DAF wide personnel (military, civilians, dependents, retirees etc.). Skill in gathering, evaluating, and interpreting information and data from a wide range of sources to measure program effectiveness, make valid conclusions and offer meaningful recommendations. Additionally, skill in developing briefings, papers, and/or reports for delivery to senior level leaders for use and decision making. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, and in serving as a technical specialist and spokesperson to further operating agency objectives on important issues. Skill in applying tact and diplomacy during difficult circumstances to advise and inform individuals and high level officials on complicated, sensitive, and controversial issues. Ability to establish and maintain effective working relationships with organizations and individuals to identify, establish, modify, and provide support to Airmen, Guardians, and families and advocate for DAF requirements. As well as, ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There are no education requirements for this position.
