The State of Connecticu t (https://portal.ct.gov/) , Department of Public Health (DPH (https://portal.ct.gov/DPH/Communications/About-Us/About-Us) ) is currently seeking a qualified individual for the position of Public Health Section Chief (https://www.jobapscloud.com/CT/specs/classspecdisplay.asp?ClassNumber=0564MP&R1=&R3=) within the Environmental Health and Drinking Water Branch. Please note you must be a current State of CT employee of the agency listed above to be considered for this position (see Selection Plan for additional details).
This Public Health Section Chief position will oversee the Planning and Drinking Water State Revolving Fund (DWSRF) Section within the Environmental Health and Drinking Water (EHDW) Branch. The functional areas within this Section include the Source Assessment and Protection Unit, a Planning Group, and the DWSRF Planning and Implementation Team composed of the DWSRF Project Engineering Unit, DWSRF Technical Assistance Unit, and DWSRF Plan Development and Administration Unit. This position will be responsible for administering the state’s DWSRF Program that provides loans to eligible public water systems for drinking water infrastructure improvements that are necessary for public health protection and capital projects that support long-term infrastructure sustainability programs.

DUTIES WILL INCLUDE, BUT ARE NOT LIMITED TO, THE FOLLOWING:
+ Coordinate, plan, and manage programs and activities within the Planning and Drinking Water State Revolving Fund (DWSRF) Section;
+ Develop, implement, communicate and evaluate section policies, procedures, goals and activities;
+ Provide managerial oversight and implement strategic planning within the DPH DWSRF Program;
+ Direct comprehensive integration of GIS technology to support the efforts in drinking water supply planning, health equity and state, local and regional planning efforts;
+ Oversee and implement water supply planning and annual DWSRF IUP development;
+ Administer state and federal laws pertinent to drinking water short and long-term water supply needs, including available water, margin of safety, long term individual and regional planning, and source protection;
+ Oversee financial capacity analysis and investment of state and federal grant and bond funding for drinking water projects seeking DWSRF loans;
+ Direct proactive water supply planning efforts working with regional and local partners;
+ Develop and recommend changes to statutes and regulations pertinent to water supply planning and the DWSRF; and
+ Build and maintain partnerships with relevant stakeholders, including state and federal agencies and local health departments.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Public Health this class is accountable for directing the design, development and implementation of multi-faceted health services programs of an assigned section.
EXAMPLES OF DUTIES
+ Directs staff and operations of large, multi-faceted health services programs at the section level;
+ Coordinates, plans and manages section programs and activities;
+ Develops, implements, communicates and evaluates section policies, procedures, goals and activities;
+ Interprets and administers pertinent laws and regulations;
+ Determines appropriate staffing levels;
+ Directs preparation of section budget;
+ Maintains contacts with individuals within and outside of section who might impact on policy, program or regulatory activities;
+ Determines quality assurance and performance standards for staff;
+ Obtains state and federal funds to maintain and implement programs;
+ Develops and recommends changes to statutes and regulations;
+ Reviews and evaluates legislative proposals and reports on health issues;
+ Directs preparation of statistical studies and required federal reports;
+ Provides testimony at legislative hearings, the courts and public hearings;
+ Addresses professional and lay groups and prepares articles for publication on public health issues;
+ Leads the recruitment and hiring of staff, including outreach, interview and selection;
+ Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
+ Considerable knowledge of
+ and ability to apply management principles and practices;
+ relevant state and federal laws, statutes and regulations;
+ principles and practices of public health with emphasis on public health administration of programs;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Three (3) years of experience in a supervisory capacity in an organization with programmatic and/or regulatory responsibilities for promoting or protecting public health.
NOTE: For state employees this experience is interpreted at the level of a Health Program Supervisor, Supervising Nurse Consultant, Child Care Licensing Supervisor, Epidemiologist 4, Environmental Protection Supervising Environmental Analyst, Supervising Environmental Engineer or Supervising Environmental Sanitarian.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
One (1) year of experience as a Public Health Services Manager may be substituted for the General Experience.
PREFERRED QUALIFICATIONS
+ Experience overseeing multidisciplinary teams within environmental health, drinking water, engineering, or related regulatory or infrastructure programs
+ Experience administering State Revolving Fund (SRF) or similar federal/state infrastructure financing programs, including project prioritization, Intended Use Plan (IUP) development, capacity assessments, and stakeholder engagement
+ Managerial or supervisory experience with responsibility for staff development, workload management, and program accountability
+ Experience developing and implementing policies, regulations, or statutory proposals affecting statewide or regional environmental health or drinking water systems
+ Experience managing complex budgets, including allocation of federal grants, state bond funds, or capital investments, with an emphasis on fiscal accountability and program performance
+ Experience communicating with executive leadership, policymakers, community partners, and technical audiences
+ Experience with strategic planning and translating technical, financial, or regulatory content for leadership and stakeholders
SPECIAL REQUIREMENTS
+ Incumbents in this class may be required to periodically undergo tests or immunizations for communicable or infectious diseases.
+ Incumbents in this class may be required to undergo and successfully complete security background checks.
+ Incumbents in this class may be required to travel.
