    Summary These temporary positions are located in the Pacific West Region. This is an open continuous vacancy announcement. Please see the "Next Steps" section for additional cut off dates Responsibilities The Pacific West Region is recruiting for Temporary seasonal positions not to exceed 1039 hours work in a service year. Dates of employment will vary between sites depending on funding, weather conditions, and visitation. Within regulatory limitations, the length of initial appointment may be shortened or extended depending upon work availability and funding. This position is located in Santa Monica Mountains National Recreation Area - Thousand Oaks, California. Anticipated entry on duty is April, 2026. Major Duties include: Operate heavy engineering equipment such as road graders, crawlers, tractors with bulldozer or angledozer blades, backhoes, front-end loaders, excavators, skid steers, and large industrial tractors with pan or scraper attachments. Operates vehicles on steep grades and winding narrow roads, in all weather conditions including snow and ice. Hook up attachments, use booms, and/or adjust engineering equipment settings for level, angle, or depth. Use equipment to perform such functions as cutting, moving, digging, grading, and rolling earth, sand, stone, and other materials and maintain ditches, road shoulders, and beds. Load, secure, and drive equipment to and from project sites. Physical Effort: Heavy physical effort is required in constantly climbing in and out of different machines, pushing and pulling levers continuously while machine is in operation, and lifting such items as opening and closing tail gates on dump trucks. Work is strenuous because of the large equipment operated, the frequent adjustments made, and the adverse operating conditions. Considerable strain is caused by the constant vibration of the equipment. The incumbent is required to frequently lift and carry items weighing up to 50 pounds, and often puts forth similar effort when pushing, pulling, turning, and positioning parts, assemblies, equipment, and tools. Working Conditions: This position is required to perform work both inside and outside with most of the work performed outside. The incumbent works in rain, mud, snow, and in hot/cold temperatures and is frequently exposed to irritation or discomfort from noise, vibration, dust, dirt, fumes, exhaust, oils, heat, cold, and dampness. The incumbent is frequently subjected to the possibility of receiving cuts, abrasions, bruises, and strains while servicing and operating equipment. When working inside, the incumbent must ensure proper ventilation. The incumbent is required to follow prescribed safety practices and use safety equipment such as protective hearing devices and hard hats Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You must possess and maintain a current Class B (or higher) Commercial Driver's License . You may be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. *Additional Requirements located under qualifications* Qualifications To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors: Ability to Do the Work of the position without More than Normal Supervision. (SCREEN OUT) Operation of motor vehicles. Work Practices (including keeping things neat, clean, and in order.) Ability to Interpret instructions, specifications, etc. (related to mobile equipment operation). Ability to Drive Safely (heavy equipment and motor vehicles). Ability to Operate Safety (non-motor vehicle). Reliability and Dependability as a Engineering Equipment Operator. If your knowledge and ability in the SCREEN OUT factor above is not sufficient, you will receive no further consideration. This includes work experience performing the following duties: operating multiple types of heavy engineering equipment inclusive of but not limited to: hydraulic front loading trash trucks, refuse compactor trailer and truck/tractor combination, gasoline or diesel-powered heavy equipment, five cubic-yard dump trucks, and road graders. Operate this equipment to collect and dispose of refuse, move and load material such as dirt, snow, and other material. Operate vehicles with auxiliary attachments (e.g., snow plow blade, rotary snow blower, mower, sweeper, sanding units) to perform duties. Operate trucks and equipment with multiple operating functions like front loader/compactor trash trucks and snow removal equipment. Operate various types of equipment and trucks on congested roadways, in inclement weather and on steep and narrow roadways. Often work independently with little to no supervision. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP Statement: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Non-Competitive Rehire Eligibility: Temporary seasonal employees can only maintain their non-competitive rehire eligibility if they work no more than a combined total of Temporary NTE less than 1040 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS). If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1040 hours in your established service year will result in the loss of your non-competitive rehire eligibility. The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1040 hours. The limit also can be exceeded by working a single temporary seasonal appointment that exceeds 1040 hours, unless granted an exception by OPM. Employment may be terminated at any time due to fluctuations in funding levels, project needs, employee performance, or other considerations. No Government housing is available. The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
