    Position Summary

    The City of La Mesa invites Information Technology professionals to apply for the position of Information Technology Analyst. The ideal candidate is a knowledge worker with in-depth knowledge of Information Technology analysis, administration, and troubleshooting. Experience with a Public or Government Agency and/or Public Safety Agency is highly desired.

     

    This position is onsite Monday-Thursday, 7:30 a.m. to 5:30 p.m. and 7:30 a.m. to 4:30 p.m. every other Friday. City Hall is closed on alternate Fridays.

    Future Salary Increases

    ** July 2026 – 5.0% increase to base pay

    ** July 2027 – 5.0% increase to base pay

    Specifications:

    To perform a variety of professional, technical, and analytical duties related to the support of the City's computer network, hardware and telecommunications systems; provide support for system and network management, configuration, security, resource monitoring, reporting, and troubleshooting; provide recommendations, support and assistance to the Information Systems Manager and City users; perform maintenance and configuration of computer workstations, printers, hubs, switches, routers, and other computer peripherals; and perform related work as required.

     

    This class is distinguished from the Information Systems Manager by the Manager's full management and supervisory authority in planning, organizing, and directing the full scope of operations within the division.

     

    Positions at the Information Technology Analyst level are expected to perform the full range of routine and complex tasks required of the Information Technology division in order to ensure operation of the City's hardware and software systems in a safe and secure manner. Positions at this level are distinguished from the Information Systems Specialists I/II by the performance of the full range of duties as assigned, applying well developed technical and analytical knowledge, the use of tact, discretion, independent judgment and initiative. Positions at this level are fully aware of the operating procedures and policies of the work unit.

    Key Responsibilities

    The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

     

    + Perform a variety of complex systems analysis in the design, implementation and maintenance of information systems and supporting computer hardware and software applications.

    + Repair, maintain and troubleshoot local area network(s), wide area network(s) and data, audio and video communications systems.

    + Configure, administer, maintain and update the City's computers and servers, including hardware and software installation.

    + Install, integrate, administer, and maintain a variety of computer operating systems; conduct system performance analysis and tuning; and install and maintain system software.

    + Perform database administration and management; setup and maintenance of database environments; maintain database security and user access; troubleshoot and resolve database related problems to ensure data integrity; research and analyze new systems and database developments.

    + Provide backup and recoverability capabilities by monitoring, testing, backing up, and restoring system and database backups on servers.

    + Investigate, analyze and resolve network-related problems; resolve compatibility issues; recommend and implement improvements and automated solutions; analyze system problem logs; take corrective action to resolve problems.

    + Perform system maintenance activities on various systems; monitors system disks for space; maintains system security; resets user passwords; grants or revokes system access.

    + Provide support in the operation of the City's telephone and voice mail systems.

    + May provide introductory training and re-training for staff on all technology/communications systems at the City; train users on software applications through both individual and group training; conduct regular training workshops for major enterprise applications.

    + Research and recommend purchases; obtain quotes; create purchase orders; review invoices for accuracy.

    + Interface with City vendors and contractors to resolve problems and research products.

    + Respond to requests from users regarding system operations or hardware and software problems; provide solutions to operational problems or refer users to appropriate staff member.

    + Coordinate onsite installation, integration, testing, and servicing performed by outside consultants, contractors, and public agencies.

    + Operate a variety of equipment including printers, tape units and communication equipment.

    + Monitor and respond to the Information Technology help line and work order system.

    + Perform related duties as required.

    + Operation, configuration, and troubleshooting of networking components connecting offices via T1 lines and fiber optic systems, especially administration and management of highly segmented TCP/IP environments.

    + Operating system principles, microcomputer hardware, application software, and website development.

    Minimum Qualifications

    Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

    Education/Training:

    Equivalent to a bachelor’s degree from an accredited college or university with major course work in computer science, information systems or a related field.

    NOTE:

    + Additional qualifying experience may be substituted for education lacked on a year-for-year basis. One year of full-time experience = 30 semester/45 quarter college level units.

    Experience:

    At least four years of increasingly responsible experience in the operation, maintenance and support of wide or local area networks. Experience in local government is desirable.

    License or Certificates:

    Certification in one or more technical or application support areas such as network administration and management, telephone systems, internet and/or database administration is desirable.

     

    Possession of an appropriate, valid driver's license.

     

    Examination Process
