    This position will manage the supervision of personnel and all resources necessary in overseeing all phases of highway maintenance operations in the Mankato subarea. Highway maintenance operations include: plate beam and cable styles guard rail repair; vegetation control; surface repair; drainage maintenance; snow and ice control including anti-icing and de-icing materials and their proper usage; shoulder and slope maintenance; upkeep of the grounds and buildings; inventory and procurement procedures; hazardous materials and waste stream management. Responsible for developing and managing contingency, seasonal, long and short-term work plans, including budget plans to ensure that the Mankato subarea personnel and equipment are managed and organized to support work plans and organizational objectives.

    Minimum Qualifications

    Experience:

    + One year of supervisory experience (e.g., TOS 1) or equivalent experience (e.g., lead on a construction crew, Construction or Plant Manager, or military leaders that included hiring, training, and supervision of road maintenance or construction crews);

    OR

    + Three years of experience (e.g., Transportation Generalist Senior (TGS), Transportation Specialist (TS)) or equivalent experience (e.g., lead on a road maintenance construction crew; Construction or Plant Manager; or military leaders providing technical training and direction to staff, planning, and coordinating work activities and lead work direction to road maintenance or construction crews).

    Educational Substitution:

    + Two year Civil or Construction Technology Degree or the following four-year degrees: Architectural, Civil or Mechanical Engineering; Business Administration; Construction Management; Land Surveying /Geomatics; or equivalent may substitute for one year of TGS experience.

    License:

    + Class A Commercial Driver’s License (CDL) with tanker endorsement and no air brake restriction is required at the time of hire.

     

    The incumbent in this position will be subject to drug and alcohol testing. Individuals not currently in the random testing pool must pass a preplacement drug test for evidence of use of marijuana, cocaine, opiates, phencyclidine (PCP), amphetamines (MDMA, MDA and MDEA) and acetylmorphine (6-AM).

     

    This position is contingent upon the selected job candidate having a valid Commercial Driver's License, submits to a Federal Department of Transportation Pre-employment drug test (with negative test results), is subject to future random drug and alcohol testing and is registered in the Federal Motor Carrier Safety Administration's Commercial Driver's License Drug and Alcohol Clearinghouse.

    Preferred Qualifications

    + Experience operating, inspecting, maintaining, and repairing maintenance equipment.

    + Knowledge of state and federal OSHA rules and regulations, safety equipment and safety procedures.

    + Experience working with hazardous materials and hazardous materials and hazardous waste stream management.

    + Experience working with Windows computer software and database applications.

    + Experience reading and interpreting Right of Way maps and highway construction plans.

    Physical Requirements

    + While performing the duties of this job, the employee is regularly required to sit, use wrists, hands, and fingers to handle or feel, reach with hands and arms, and talk or hear. The employee is regularly required to stand, walk, stoop, kneel or crouch.

    + The employee must frequently lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, good depth perception, and ability to adjust focus.

    + The employee will work outside in all seasons exposed to the weather elements (both hot and cold). On a daily basis, the employee may work in high volume traffic zones in day and night time conditions and walk on even and uneven/sloping ground.

    + The employee may operate motor vehicles and heavy equipment on and off the roadway.

    + The employee may rotate through various body positions (standing, twisting, bending, sitting, kneeling) while operating equipment and performing various other tasks.

    + The employee will operate motor vehicles and may operate heavy equipment such as snowplow/sander, cars, pickups, vans, tractors, etc. which require good/correctable vision, hearing, and operating skills.

    + The employee may be required to lift in the objects/materials in the 40-75 pound range.

    + The employee will be asked/required to work extended hours on very little sleep and needs to have enough common sense to notify the supervisor when the lack of sleep is affecting decision making.
