NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
DOF’s Sheriff’s Office serves and enforces court mandates, orders of protection, warrants, decrees, and property seizures. Additionally, the Sheriff’s Office conducts criminal investigations of real property fraud, tax crimes, and the trafficking of illegal and untaxed tobacco products and synthetic narcotics, and monitors defendants referred by the courts for electronic monitoring.
The Sheriff’s Office is seeking a highly skilled and analytical individual to serve as a Senior Budget Analyst who will be responsible for supervision of Sheriff’s Office budget staff, detailed budget analysis, expenditure monitoring, contract management, and the collection and reporting of Sheriff revenue statistics. The position works closely with unit heads to compile and analyze financial and revenue data.
Reporting to the Assistant Commissioner, duties include, but are not limited to, the following:
-Support the Budget and Procurement Manager in budget formulation, modifications, and financial forecasting through detailed data analysis and reporting.
-Track, analyze, and reconcile expenditure, encumbrances, and revenue activity.
-Manage and maintain Sheriff revenue statistics, including the collection, validation, and analysis of revenue data generated by Sheriff operations.
-Work with the Budget and Procurement Manager to produce regular Sheriff revenue reports for executive leadership ensuring accuracy and clarity.
-Manage external vendors including managing vendor contracts such as security contracts.
-Manage and coordinate contracts in collaboration with unit heads.
-Work directly with unit heads and operational managers to compile revenue and activity statistics related to Sheriff enforcement actions and services.
-Assist in the preparation of budget statistical analyses and justifications to support funding requests and financial planning.
-Review and ensure revenue and expenditure data are accurately recorded.
-Provide technical guidance to program staff regarding budget tracking, revenue reporting requirements, and data submission processes.
-Collaborate with the Budget and Procurement Manager and unit heads to ensure alignment between operational activity and financial reporting.
-Maintain detailed records and databases of budget transactions, approvals, and expenditures.
-Supervise Sheriff’s Office budget staff.
Additional Information:
In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification document form upon hire.
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed between the City and the Collective Bargaining Unit representing employees serving in the civil service title.

Qualifications
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
