    What´s the role?

     

    The Senior Manager, People Strategy & Governance serves as a key strategic partner to the VP of People, leading the execution and governance of the People Transformation agenda for Liberty Puerto Rico. This role integrates project leadership, organizational change, and Chief-of-Staff responsibilities to ensure clear priorities, strong alignment, and disciplined execution across the People function.

     

    You will drive cross-functional, enterprise-impact projects by overseeing planning, timelines, budgets, resources, and stakeholder communication. A central responsibility is leading the people side of transformation, assessing organizational implications, implementing changes to processes, systems, roles, and structures, and ensuring initiatives deliver measurable, sustainable outcomes.

     

    By strengthening People governance, embedding new operating models, and advancing a strong organizational culture, this role enhances both employee and customer experience, supporting business growth and long-term performance.

     

    How can you add value?

     

    1.** **People Transformation & Project Leadership (PMO)

    + Lead the People Transformation project portfolio, ensuring alignment with business strategy, prioritization, and disciplined execution.

    + Build and lead high-performing project teams, delivering large-scale, cross-functional, and high-visibility initiatives on time, within scope, and budget.

    + Develop and maintain comprehensive program plans, manage critical paths and dependencies, and enforce governance standards (KPIs, dashboards, RAID logs, executive reporting).

    + Monitor schedules, deliverables, and performance, proactively mitigating risks and ensuring measurable business outcomes.

    + Apply analytics and metrics to track project impact and ROI, recommending process improvements to enhance execution and organizational effectiveness.

    + Maintain consistent engagement with sponsors, stakeholders, and leadership to ensure alignment, transparency, and accountability across all initiatives.

    1. **Chief of Staff to VP, People**

    + Serve as a strategic advisor and thought partner, shaping agendas, synthesizing information, and driving follow-through on key commitments.

    + Prepare executive briefings, CEO/SLT updates, People dashboards, and strategic narratives to support informed decision-making.

    + Assist in defining and executing goals, objectives, and success criteria for projects and programs aligned with Liberty’s strategic direction.

    + Exercise independent judgment on strategic and operational matters that influence organizational priorities.

    + Coordinate cross-functional alignment with Finance, Legal, IT, PMO, Customer Operations, and regional LLA teams.

    + Support the operational rhythm of the People organization, including quarterly reviews, budgeting, workforce planning, and governance forums.

    1. **Change Management & Organizational Readiness**

    + Lead change strategies to accelerate adoption, minimize resistance, and embed new ways of working in People processes, systems, and behaviors.

    + Apply proven change management principles to onboarding, team development, and major People initiatives, ensuring successful adoption.

    + Design stakeholder engagement plans, communication frameworks, and readiness assessments to drive effective People-led transformations.

    + Partner with COEs (TA, Total Rewards, OD, HR Operations) to integrate content expertise into change execution with measurable outcomes.

    + Collaborate with leaders across departments to establish implementation frameworks, resource allocation, and governance models that enable scalable transformation.

    + Design exercises and tools to strengthen project teams and build organizational capability for managing change effectively.

    1. **Culture, Experience & Strategic Enablement**

    + Monitor organizational health metrics and identify opportunities to enhance effectiveness, clarity, and collaboration.

    + Coordinate leadership offsites, strategic conversations, and enterprise rituals that reinforce Liberty’s culture.

    + Align programs with Liberty’s long-term People & Culture vision and emerging trends, driving initiatives that strengthen the employer brand, workforce readiness, and a culture of innovation and engagement.

    + Demonstrate and ensure compliance with the Customer First Philosophy, all Liberty Latin America’s policies and procedures including the Code of Conduct and Liberty safety standards and procedures.

    + Other functions may be assigned.

    Supervisory Responsibilities:

    Directly supervise and provide mentorship to a group of employees in the People Department. Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

     

    What do you need?

    Education:

    Bachelor’s degree in Business Administration, Industrial Engineering, or a related field.

     

    Master’s degree in Business Administration (MBA) or a related discipline is highly preferred.

     

    Minimum 8–10 years of experience in project management, organizational development, or People/HR programs, including leading complex, cross-functional initiatives

     

    Certifications in Project Management (PMP, Prince2), Six sigma certification, or Change Management (Prosci, ACMP) are a strong plus.

    Other Qualifications:

    + Fully Bilingual (Spanish and English).

    + Strong strategic thinking and forward-looking mindset.

    + Excellent communication, presentation, and stakeholder management skills.

    + Ability to manage multiple initiatives simultaneously and deliver results under tight deadlines.

    + Proactive and solution-oriented, with high adaptability to change.

    + Ability to foster a culture of innovation, engagement, and performance.

    + Computer-literate, knowledge in Microsoft Office (Excel, PP, Outlook).
