    BUILDING & PLANNING

    CODE COMPLIANCE OFFICER

    SUMMARY:

    Under general supervision, the Code Compliant Officer performs on-site field inspections for residential and commercial properties throughout Routt County including the Towns of Yampa, Oak Creek, and Hayden. Inspections are generally based on requests by Government staff or public concerns and/or complaints. Building inspections will be routine to moderately technical and related to general structural, mechanical, plumbing, electrical, fuel gas code, and other standard building codes. Additional responsibilities include data entry work using the CityView Code Enforcement Module as it relates to inspections entries, compliance plans, sending legal notice of violations, and properly establishing and tracking deadlines.

    JOB DUTIES:

    • Accepts and resolves complaints in coordination with the County Attorney’s Office, Planning Department, Building Department, Environmental Health, and Public Works, and researches the history of the property and past or current approvals on the subject parcel as necessary.

    • Conducts legal field inspections and takes appropriate field notes and/or photos when applicable to provide adequate details and information for case files; conducts follow-up investigations to include written documentation to ensure compliance with appropriate codes and regulations; may testify in court and before administrative hearings.

    • Performs skilled technical building inspection duties pertaining to the enforcement of building codes and ordinances; inspects buildings, equipment, and materials during construction, repair, or remodeling for compliance with applicable building codes and ordinances.

    • Communicates with contractors and property owners to discuss project issues; assists and advises while providing technical assistance in matters relating to construction and code requirements; investigates complaints and makes inspections of existing buildings to determine if hazardous or illegal conditions exist.

    • Must properly determine compliance issues during the initial investigation process, and compose proper correspondence or notice of violations.

    • Inspects buildings that may be considered Unsafe or Dangerous per the Adopted Building Codes, or properties that suffered Fire, Water, Wind or other types of structural failures or concerns that may be a threat to public safety of those who occupy the building or another building in close proximity.

    • Notifies owners, or owner representatives involved in the compliance, of all known violations or concerns; communicates compliance requirements for buildings under construction with codes and ordinances; performs follow-up inspections to ensure that corrective action has been taken.

    • Consults with Department Directors concerning various construction work which may necessitate the issuance of "Stop Work" orders, or posting of a potentially Dangerous Building, or Unsafe Building or piece of Equipment.

    • Conducts joint inspections with representatives of various public agencies concerned with welfare, health, and fire prevention.

    • Researches and compiles project history information; maintains records and prepares routine reports.

    • Attends meetings, classes, and training; serves on committees, teams, and task forces as assigned; performs and/or participates on special projects.

    • Testifies in court and before administrative hearings.

    • Performs other related duties as assigned.

    QUALIFICATIONS:

    Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

    Education:

    Required: Possession of a high school diploma or equivalent.

     

    Preferred: Associates or Bachelor’s Degree

    Experience:

    Four years of experience working within a Community Development Department, consulting firm or construction trades that provides you relevant job experience, personal skills, attributes, organizational and educational skills, and/or customer service skills associated with required skills for this position.

    LICENSES AND CERTIFICATES:

    • Valid Colorado Driver’s License may be required to operate a County vehicle.

    • Complete ICC training courses related to Legal Aspects of Code Administration and the ICC Code Specialist Course within the first year of employment. Training Courses and Exam Costs will be paid for by Routt County.
