    Summary The Mann-Grandstaff Veterans Affairs Medical Center (MGVAMC) in Spokane, Washington, is designated as a Level 2 complexity healthcare facility. The center's infrastructure includes a main campus, along with several outpatient care locations, such as three community-based outpatient clinics (CBOCs), two rural health clinics (RHCs), one teaching health clinic, & an off-site program dedicated to homeless Veterans. Responsibilities The Mann-Grandstaff VA Healthcare System is committed to providing high-quality, continuous patient care. The Physician Executive/Chief Medical Informatics Officer will report to the Chief of Staff has programmatic responsibility for planning, developing, and directing the administrative and operational activities of the specialty care clinical services at MGVAMC sites of care and oversight of some of the programs. Additionally, duties of this position are to optimize the effectiveness of patient care delivery and systems management through the Federal Electronic Health Record (FEHR) in support of the VHA mission and goals. Duties include but not limited to: Works collaboratively with Chief of Staff, ADPCS Nurse Executives, Medical Center Director, and scheduling leadership to ensure access to quality specialty care. Reports directly to the chief of staff and provides effective supervision leadership, and guidance to specialty clinical service chiefs with performance plan development reflecting facility goals and evaluations that reflect goal achievement. Works collaboratively with clinical leaders from all outpatient and inpatient services, including providers, nursing, schedulers, administrative, various quality programs and others to ensure that Veteran care is coordinated, seamless and of high quality. Serves on hospital and departmental committees as assigned, contributing to policy development, strategic planning, and operational management. Provides medical expertise and insight during committee deliberations and decision-making processes. Represents the executive leadership team in interdisciplinary meetings and collaborative projects as needed. Supports the education and training of medical students, residents, and other healthcare professionals. Foster an environment that supports the integration of teaching, research, and clinical practice. Participates in review of services and provider access metrics and processes (labor mapping, grid builds, utilization, new patient referral queues, established patient return to clinic queues, provider RVU productivity, billing and coding, and scheduling) to ensure that capacity is fully utilized to meet Veteran access needs, through collaboration with service and executive leadership and group practice manager. Ensures that knowledge of informatics in the FEHR is infused to the chief of staff service line providers throughout Mann-Grandstaff VAMC and that health information issues affecting the delivery of care are clearly articulated and raised appropriately for action to the quality and informatics team. Collaborates with the Chief Health Informatics Officer (CHIO) who functions full time in their role and collaborates with the Informatics Team to help ensure FEHR information is shared and efficiency in the FEHR is optimized to the degree possible Conducts appropriate medical screening for all patients, utilizing assessment skills to thoroughly evaluate patients using clinical, laboratory, and relevant data. Recognize when timely consultation/referrals, admissions, and specialized care, or transfer is necessary. Obtain referrals appropriately and ensure continuity of through proper patient hand-off procedures. VA offers a comprehensive total rewards package. VHA Physician Total Rewards. Work Schedule: Monday-Friday, 8am-4:30 pm or Limited compressed work schedule may be approved by supervisor. Qualifications To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Additional Requirement: Either Specialty Care Residency or Internal Medicine Residency Preferred Experience: Preferred experience and training in a medical or surgical specialty with interest in electronic health record optimization and improvement. In addition, experience in medical leadership and physician/provider supervision is preferred. Additionally, program development, resource management, ability to collaborate with other facility stakeholders and members of the Executive Leadership Team, direct supervision of staff, design and implementation of goal-sharing initiates, the health care environment, including how business processes influence health care delivery, access to care, and the flow of data among the major domains of the health care system and within the FEHR. Strong leadership skills, strategic planning abilities, and the capacity to collaborate effectively with multidisciplinary teams and executive leadership are essential for driving the informatics strategy forward and advancing the organization's mission. This role is particularly well-suited for a physician specializing in cardiology, neurology, or another medical or surgical specialty, or internal medicine who has a demonstrated track record of leveraging health information technology to enhance patient care and clinical outcomes. The candidate should have experience in utilizing electronic health records (EHRs), health information exchanges, and data analytics to implement innovative solutions in a clinical setting. And Fundamental information system concepts, including the life cycle of information systems, evolving capabilities of information technology and health care, and the technical and non-technical issues surrounding system implementation. Approved schools are: Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted. For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.] NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities.
