Summary This position is located in Defense Information Systems Agency, JSO/J8/OFF OF THE CHIEF FINANCIAL OFFICER (CFJ12) at Fort Meade, MD. Responsibilities Gather, analyze, document, and manage stakeholder requirements, acting as a liaison between business stakeholders and development teams to translate clear capability needs and associated gaps. Orchestrate cross-functional teams to define scope, create schedules, manage risks, allocate tasks, ensure quality, communicate progress, and foster collaboration across organizations to facilitate informed senior leader decisions. Decompose Operational Requirement into high-level capability requirements for IT services/capabilities. Identify and prepare the documentation of the high-level requirements in a Capability Needs Statement. Provide feedback to leadership and stakeholders through appropriate reports, meetings, briefings, and information papers, both formally and informally. Regularly brief senior leadership/staff on project status and significant developments. Contribute creative ideas and actively participate in team meetings, resulting in added value to the team's products and services. Ensure Oral and written communications are clear, accurate, timely, and presented in a concise manner. Requirements Conditions of Employment Qualifications Basic Requirements: Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. Customer Service - experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs. Oral Communication -briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience. Problem Solving - identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions. In addition to meeting the basic requirement, qualified applicants must possess: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience at the GS-14 grade level is defined as: Experience conducting business case analysis for IT systems, such as writing analysis reports for technical concepts or briefing technical concepts to executives, or forming and leading cross-functional teams; and IT-related experience demonstrating Attention to Detail, Customer Service, Oral Communication, and Problem Solving as described in the vacancy announcement.
