As a Leadership Associate (https://www.jobapscloud.com/CT/specs/classspecdisplay.asp?ClassNumber=5989VR&LinkSpec=RecruitNum2&R1=&R3=) : target class Human Resources Generalist 1 (https://www.jobapscloud.com/CT/specs/classspecdisplay.asp?ClassNumber=6163MP&LinkSpec=RecruitNum2&R1=&R3=) , in the Human Resources Unit of the Executive Office, you will be accountable for providing onsite agency human resources support, including but not limited to, recruitment, new employee onboarding and general state HR administration. Your impact is crucial to the Human Resources function as you will participate in programs that directly impact the health, safety, wellbeing of the agency’s workforce and perform related duties as assigned.

DISCOVER THE OPPORTUNITY TO
+ Provide administrative support to the HR Unit;
+ Greet and direct visitors to the HR Unit;
+ Support the Human Resources Director and members of the HR Unit;
+ Answer calls, forward calls, and accurately respond to inquiries from staff and the public;
+ Schedule meetings, interviews, and trainings;
+ Maintain employee files, records, various rosters, and spreadsheets;
+ Scan and copy documents;
+ Draft letters and emails to internal and external parties;
+ Compile information for review and prepare reports, spreadsheets, and tables;
+ Prepare documentation for HR approval related to Family and Medical Leave Act (FMLA),Americans with Disabilities Act (ADA), and Workers’ Compensation (WC);
+ Prepare correspondence for outgoing mail and open and distribute mail, faxes, and emails;
+ Order office suppose and manage payments to vendors.

+ The Office of the State Comptroller (OSC) is an agency whose mission is to provide accounting and financial services, administer employee and retiree benefits, develop accounting policy and exercise accounting oversight, and prepare financial reports for the state, federal and municipal governments, and the public.
+ + We are located in the State Office Building at 165 Capitol Avenue, Hartford, CT. This state-of-the-art building offers free garage parking, an on-site cafeteria, and ergonomic workspaces.
+ + The Budget and Financial Analysis division performs the state’s accounting and financial reporting functions and develops and executes the agency budget. The division is accountable for posting, analyzing, and reporting state expenditures and regularly monitors the health of the state’s budget condition.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency incumbents in this class participate in a formal development program designed to provide the necessary knowledge and skills to qualify for appointment to a designated managerial or professional confidential class assigned to the MP Pay Plan.
EXAMPLES OF DUTIES
+ Participates in a formal development program designed to develop the knowledge and skills needed in order to qualify for appointment and advancement to a designated managerial or professional/confidential class;
+ Performs/learns the duties of the designated function;
+ Performs/learns leadership skills and develops leadership traits;
+ Prepares program progress reports;
+ Attends managerial meetings germane to designated function;
+ Prepares and gives presentations;
+ Assists in major projects;
+ Participates in budget preparation and management;
+ Attends formal training courses;
+ May lead special projects;
+ Performs related duties as required.

MINIMUM QUALIFICATIONS
Candidates must be able to meet the experience and training requirements of the designated class at the completion of the development program.
PREFERRED QUALIFICATIONS
+ Experience explaining and applying Human Resources policies and topics, including Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), and Workers’ Compensation (WC).
+ Experience or coursework in the field of Human Resources or Labor Relations within a union environment.
+ Experience prioritizing and responding to customer inquiries and providing resolution by utilizing informational resources.
+ Experience using Microsoft Office including Word, Excel, PowerPoint, and Teams.
+ Experience drafting and proofreading correspondence with proper grammar, punctuation, and spelling.
+ Experience handling confidential and sensitive information with discretion, confidentiality, and a high level of professionalism.
+ Experience entering and tracking transactions in Core-CT and running standard HR and EPM reports.
SPECIAL REQUIREMENTS
+ Prior to appointment to this class there must be an approved managerial or professional confidential designated class identified to which the incumbent will be appointed upon successful completion of an approved development program. Incumbents in this class must meet the experience and training requirements of the identified designated class at the end of the development program.
+ The work schedule for this classification is full-time. Incumbents must work a full-time forty (40) hours per week schedule.
+ Incumbents in this class will be eligible for reclassification to the designated class without competitive examination upon successful completion of the development program and satisfactory service. The length of the development program should be designed around the requirements of the designated class and the prior experience of the incumbent but in no case should be less than one (1) year or exceed three (3) calendar years in accordance with C.G.S. 5-234.
+ All appointments to this class shall be under terms of an approved development program and in accordance with a time schedule approved by the Department of Administrative Services.
+ No additional working test period shall be required upon successful completion of the development program.
