This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. This position exists in the Health Care Administration (HCA)/Health Care Research and Quality (HRQ) Division to serve as a strategic/operational healthcare quality measurement researcher for DHS Medical Assistance (MA) health care quality improvement efforts. This work will involve developing work plans and working with health care providers in other areas of DHS involved in the various aspects of health care delivery, including such activities as quality measurement development, collection of data and documentation, managing communication and outreach, and addressing and troubleshooting problems.
This position ensures that public program enrollees receive high quality health care services through the administration of quality improvement planning and efforts and the analysis of performance measurement data. The incumbent in this position produces highly technical health care data analyses to enable HCA to meet its responsibilities to assure quality care as the purchaser and manager of Minnesota Health Care Programs (MHCP). This includes conducting analyses and interpreting data necessary to support management decision-making and strategic planning for quality improvement in health care programs.
This position utilizes health care quality improvement principles, knowledge and skills and the analysis of health care performance measurement data in the development and monitoring of purchased managed care and fee-for-service health care services. This position collaborates with and participates in the Division’s managed care contract development and negotiations related to quality improvement. This position also monitors Managed Care Organizations (MCO) to support contract initiatives intended to improve performance and accountability.
Minimum Qualifications
Three (3) years of advanced professional quality research methodology experience in health or social sciences such as survey research, quality evaluation, improvement measurement, study design, and process improvement methods.
Experience must demonstrate:
+ Highly skilled with quality analyses and methods such as Root Cause Analyses, Failure Mode and Effects Analyses, Gap Analyses, Kaizen Events, motivational interviewing, and others.
+ Work within health care quality performance measures (cost, quality of care, patient safety, etc.).
+ Data collection, data manipulation, data transformation and interpretation, and statistical analysis.
+ Project management, technical and non-technical and report writing, and oral presentation of analysis and research results.
Preferred Qualifications
+ Related Graduate Degree (master’s or doctoral)
+ Certified Professional in Healthcare Quality (CPHQ) or other professional quality designations such as Lean/Six Sigma Black Belt, CPPS, or CPHRM with experience preferred.
+ Understanding of the department’s health care purchasing strategies, data systems and the salient issues of providing services through managed care and fee-for-service delivery systems.
+ Variety of experiences working effectively with others from different backgrounds and cultures.
