This position, acting under limited supervision, exists to execute the Commissioner of Human Services responsibility for administration and oversight of licensing functions related to adult foster care, community residential settings, child foster residence settings, and family adult day services which are delegated to county licensing agencies; and for certifying county agencies to perform licensing functions. This is accomplished by providing oversight, direction, and expert consultation to county agencies licensing activities so that their licensing activities are conducted in compliance with Minnesota Statutes, Chapters 245A and 245C, and other applicable laws and rules so that the health, safety, and rights of vulnerable adults and children served in these programs are protected.
Responsibilities include, but not limited to will:
**Licensing Actions** - Review, evaluate and write licensing actions recommended by county licensing agencies.
**Technical Assistance and Training** - Provide technical assistance and training to county agency licensors.
**Rule 13 Reviews** - Assist a licensing consultant in conducting ongoing licensing reviews for the county and private agencies through the Rule 13 review process to ensure that licensing rules and laws regarding child foster care services are uniformly enforced throughout the state.
**Variances, Extensions, Child Foster Residence Setting Applications and Moratorium exceptions** - Evaluate and approve routine licensing variances, license extensions, new child foster residence setting applications and moratorium exceptions.
Minimum Qualifications

Two (2) years of high-level work experience with licensing functions related to one or more of the following areas/settings: adult foster care, community residential settings, child foster residence settings, or family adult day services.
Experience must clearly demonstrate:
+ Utilizing qualitative and quantitative analysis to evaluate findings and support challenges to Department of Human Services licensing actions.
+ A broad range of state and federal rules, regulations, and laws governing licensed facilities and programs, or experience with similar regulatory activities.
+ Understanding of current methods used in providing services to children in licensed programs.
+ Basic investigative methodology.
+ Practical understanding of administrative, civil and criminal law affecting the licensing function sufficient to evaluate findings and determine appropriate licensing actions.
_*Bachelor’s degree or higher in human services, counseling, social work, or related fields can substitute for one (1) year of required work experience._

+ Variety of experiences working effectively with others from different backgrounds and cultures.
+ Working knowledge of computers and data entry into databases sufficient to learn and adapt to new technologies used to complete assigned duties.
+ Data research skills sufficient to identify best practices, irregularities, and track and present program results.
+ Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.

+ Minnesota Department of Human Services (DHS) criminal background check will be conducted on all finalists for this position. Finalists must pass the DHS background check.
