    Job Description

    This position is open to applicants who are permanent in the Associate Staff Analyst title, eligible for appointment from the Open competitive Associate Staff Analyst list. This position is also open to qualified persons who are eligible for the 55a program.

     

    The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish.

     

    The Department of Youth and Community Development workforce has grown as it has taken on new initiatives to better serve the City of New York.

     

    The office of Human Resources at DYCD is seeking to hire an Assistant Director of Payroll

     

    who will assist to oversee all agency payroll functions using NYCAPS, PMS CHRMS and PRISE.

     

    This position analyzes and understands the activities being performed with respect to payroll and NYC agency policy for 700

     

    employees.

     

    The assistant payroll director will be responsible for ensuring that, all employees receive

     

    accurate and on time Bi-Weekly Paychecks.

     

    The successful candidate will report to the Deputy Director of Payroll and will be part of a dynamic, service-oriented team responsible for developing and

     

    executing human capital strategies and initiatives to support the agency.

     

    This position works in conjunction with the agency s Timekeeping Department staff to ensure that employees are paid

     

    accurately and on time.

    Some examples of typical duties may include but are not limited to:

    - Prepare bi-weekly payroll for agency. Prepare managerial lump sum payments (MLSP) for Comptroller audit.

     

    - Process collective bargain increase for all unionized members and implement Mayor's Personnel Orders.

     

    - Respond to employee’s payroll inquiries. Generate confidential reports from New York City

     

    - Personnel databases including NYCAPS, CHRMS, and PMS.

     

    - Ensure employee pay rates and additions to gross are current and accurate.

     

    - Perform specific projects as requested by the Senior leadership.

     

    - Strong attention to detail, ability to deal with time-critical time-sensitive activities, proficient computer, and data entry skills, and excellent written and oral communication skills are essential.

    Qualifications

    1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or

    2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.

    3.An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in “1” above.

    4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above.

    5.A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.
