Description of Job
The Work Unit:
The Regional Modeling and Emission Inventory (RMEI) Unit conducts and reviews air quality analyses to meet Federal and State requirements for programs such as state implementation plans, mobile source controls, and NEPA actions. These analyses include photochemical and air quality impact modeling, emission modeling, meteorological analysis, and emission inventory development. Work spans near-field, far-field, and regional scales. Emission inventories cover multiple pollutants and include on-road and non-road mobile sources, area sources, and small stationary sources outside the Division’s Air Pollution Emission Notice program. Meteorological tasks involve evaluating model outputs for regional modeling. The unit also provides technical products and analyses to internal and external customers.
What you will be doing
This position serves as an air quality emission inventory specialist for regional applications, with a primary focus on developing the oil and gas emission inventory for Colorado, especially the Denver nonattainment area. It applies scientific research methods, theories, and principles to identify, study, and solve air pollution problems through the design, development, application, and validation of emission inventory techniques. As part of an atmospheric modeling team, the role supports the creation and implementation of integrated air quality modeling systems, using deterministic and/or stochastic methods to assess compliance with state and federal air quality standards. Additional duties may be assigned as needed, consistent with the position’s purpose and the Unit’s mission
Job Duties:
Regional Emission Inventory Development and Application
Design, develop, and evaluate emission inventory methods to support rulemaking and photochemical modeling for assessing regional air quality. Provide datasets, conduct quality assurance, and review inventories from other agencies, consultants, or internal projects.
Emission Inventory Data Analysis and Processing
Design, develop, validate, and prepare emission inventory data for use in regional air quality modeling platforms, including CMAQ and CAMx. With guidance from regional modeling or external specialists, create model-ready emission inventories using EPA’s SMOKE processor. Provide modeling data to external partners such as NOAA, NCAR, consultants, researchers, and academia. Collaborate with internal and external stakeholders during data preparation, processing, and modeling for major projects like SIPs. Transfer emissions data in usable formats and troubleshoot transfer issues.
Collection, Processing, Analysis, and Presentation of Emission Inventory Data used in Regional Modeling Platform
Collect, analyze, and interpret air quality, emission inventory, and modeling data using math skills (algebra, trigonometry, geometry, calculus) and applied theory. Develop methods to solve air quality problems, report results, and use them in other projects. Gather and integrate geospatial, time-based, and detailed emissions data, along with activity metrics and monitoring results, for use in air quality modeling. Manage data using relational databases like MySQL and Microsoft Access. Use EPA post-processing tools (SMAT-CE, GIS) to allocate, visualize, and verify emissions data and model results. Learn and use the LINUX operating system for EPA emissions processing programs.
Emission Inventory Guidance; Share/Provide Data; Quality Assurance
Under the guidance of the regional modeling and emission inventory supervisor or senior staff, this position prepares and delivers emission inventory data, analyses, reports, and guidance for APCD staff, EPA, RAQC, consultants, and other stakeholders. It also provides quality assurance for RMEI products, including regional modeling results, conformity analyses, emissions projections, and related reports.
Other Duties as Assigned
Attends meetings, serves on task forces or teams, completes projects, and performs other duties as assigned by the supervisor.

MINIMUM QUALIFICATIONS:
An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.
Experience Only:
Six (6) years of professional experience in atmospheric science, engineering, physics, environmental science or closely related field including two (2) years of professional experience in preparing and processing emission inventories for regulatory air quality models.
OR
Education and Experience:
A combination of related education in atmospheric science, engineering, physics, environmental science or closely related field and experience in preparing and processing emission inventories for regulatory applications equal to six (6) years.
PREFERRED QUALIFICATIONS
In addition to the minimum requirements, the successful candidate in this position will have the following experience:
+ Previous State Service related to the work assigned to the position (REQUIRED)
+ Knowledge and background in the preparation of emission inventories for regulatory applications and for the use as input into regulatory models (e.g. CMAQ, CAMx).
+ Knowledge and experience with Google applications and/or Microsoft products
+ Knowledge and background in using and applying EPA regulatory emission models such as MOVES and processing of emissions data using SMOKE.
+ Strong background in scientific computer programming (FORTRAN, Python), relational database management (MS ACCESS, MYSQL, R), Geographic Information System (GIS) and/or experience with Linux and Unix
+ Knowledge and background in emissions inventory development, emissions control technologies and/or emissions modeling.
+ Data analysis and reporting skills
+ Knowledge and experience with Google applications and/or Microsoft products
+ Ability to apply new technologies
+ Familiarity with EPA rules and guidance related to emission inventory development.
