    Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. The National Guard is the oldest component of the Armed Forces of the United States. Responsibilities Position Description # D1130000 This position is located in the Joint Force Headquarters-State, Operations Directorate (J-3), Army National Guard (ARNG) Training Center, Range Operations. The primary purpose of this position is to serve as a Range Operations Manager with responsibility for live fire training facilities and impact areas; serving as an advisor on all matters pertaining to the use of training center range facilities; and maintaining responsibility for the conduct and safe firing of live ordnance. Manages technicians, AGR personnel, state, contract, and M-Day soldiers. Develops state and Federal financial budgets to include the Range and Training Land Program, Integrated Training Area Management program, and state budgets. Plans and coordinates specialized training events involving Active and Reserve Component Special Operations Forces. Performs other duties as assigned. MAJOR DUTIES: (1) Responsible for the timing, coordination, and safety of training exercises which involves aircraft, maneuvering, mounted and dismounted troops. Ensures that all are conducted simultaneously without incident or mishap. Supports commanders and staff officers from all active and reserve military units (and nonmilitary organizations) in tactical training requirements within the training center. (2) Plans, directs, and manages range activities. Reads and interprets regulations and directives pertaining to range operations and activities. Develops, prepares, and revises training center range regulations, as required. Reviews correspondence pertaining to the operation and allocation of available range assets in support of battalion and brigade size military units. (3) Plans and schedules work, sets and adjusts short-term priorities, and prepares work schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and the abilities of staff. Provides advice, guidance, and direction to employees on a wide range of range management and administrative issues. Interviews candidates for positions and selects, or recommends selection of, candidates for vacancies, promotions, details, and reassignments. Requirements Conditions of Employment Qualifications MINIMUM MILITARY GRADE: E-8, 2LT, WO1 MAXIMUM MILITARY GRADE: E-9, CPT, CW3 Your rank MUST be included somewhere within your resume. All personnel applying for this position who do not meet the minimum military grade requirement MUST provide the proper signed memorandum from your respective Military Personnel Office (MILPO for ARNG, FSS for ANG) to prove eligibility to obtain the required grade upon accepting the position. All personnel who exceed the maximum military rank must provide a memorandum explaining if selected for this position, you will accept an administrative reduction in rank. The memorandum must be submitted WITH your application to be considered for this position. MINIMUM REQUIREMENTS: Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Use the Office of Personnel Management Group Coverage Qualification Standard for Administrative and Management Positions Specialized Experience time requirements of 1 year equivalent to at least next lower grade level. This specialized experience time requirement applies to both one- and two-grade interval work. Education There are no educational requirements for this position. Additional Information APPOINTMENT FACTORS: This is an Indefinite Excepted Service position. Employment can be terminated with a 30-day notice without cause. This position is authorized to be filled as long as there are funds to support it. In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status. Permanent Change of Station: PCS funds are not available for this position. Incentives: Relocation and Recruitment Incentives may be authorized for this position. All WVNG positions are pending availability of resources and funds. Definitions for Areas of Consideration: Area 1: Current On-board Title 5 Employees and Title 32 Technicians (Tenure: 1- Permanent, 2-Conditional, 3-Indefinite) and Permanent AGR's in the West Virginia National Guard. Area 2: WVNG Army M-Day and Air Force DSG (Drill-Status Guardsmen,) Temporary Title 32 Technicians and Title 5 Employees, Temporary AGR (OTOT), and national guardsmen serving on Full-time National Guard Duty - Operational Support Orders (ADOS). Area 3: Current On-board Federal Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite) from another Federal Agency nationwide. Area 4: Federal re-employable eligible employees, National Guardsmen outside of the WVNG, and U.S Citizens willing to join the West Virginia National Guard as a condition of employment. Area 5: All U.S. Citizens.
