This position serves our partners at the Minnesota Department of Health (MDH). The MNIT MDH team provides services for over 250+ applications and delivers the information technology to drive one of the leading public health systems in the nation. You will support an agency that works to protect, maintain, and improve the health of all Minnesotans.
The IT Project Manager exists to formally project manage the development, enhancement or retirement of complex information technology & business area solutions, systems, processes and services delivered on a statewide basis. Included are technologies that span the complete spectrum of IT systems, solutions and processes to support, and enhance foundation infrastructure, services, systems and enterprise software applications.
The IT Project Manager will be the focal point for project initiation, planning, execution, control and closure using industry best practices for service/systems creation and development and generally accepted standards outlined in the Project Management Body of Knowledge (PMBOK) and by MNIT.
The project manager requires more direction, coaching, and mentoring when leading and problem solving for projects.
**This position requires an employee to** **be** **onsite at 625 Robert North, St. Saint Paul, Minnesota 55155 at** **least 50% of the time, with some** **opportunity to** **perform work** **from** **a** **telework location.** Telework for Minnesota IT Services is available on a limited basis. Employees will be required to meet current telework eligibility requirements.
Minimum Qualifications

This position requires a minimum of three (3) years of experience in performing IT project management functions.
Experience must include:
+ Provide project management on complex projects with IT areas to develop, enhance or retire statewide technology solutions, leading various levels and types of staff from other divisions in the design, development and implementation of small to large and/or complex information systems and related services.
+ Lead, advise, assist and review the work of other MNIT staff, and customer and vendor staff that comprises the project team as required or directed.
+ Manage project activities to schedule and budget using Gantt Charts, PERT diagrams, project costing, and milestone charts as required or directed.
+ Experience managing a software development project using the Agile Methodology.
+ Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding.
+ Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences.
Preferred Qualifications
+ Ability to handle numerous projects, prioritize, delegate, and escalate appropriately.
+ Ability to lead diverse teams, resolve conflicts, and influence stakeholders to achieve project goals within defined constraints.
+ Strong analytical and problem-solving skills, with the ability to adapt to evolving technologies and methodologies.
+ Experience with delivering custom developed systems for the business, implementing Custom Off the Shelf (COTS) solution and Software as a Service (SaaS) solutions for the business.
+ Experience with creating procurement documents and contract initiation and management.
+ Project Management Professional Certification and Certified Scrum Master Certification.
