ABOUT US
In 2000, the General Services Department (GSD) was established to construct, improve, operate, and maintain the City’s building portfolio. Since that time, GSD has evolved into a full-service, client-centered department that provides a comprehensive suite of services to over 300 facilities: representing 7.7 million square feet of occupied space. As a full-service department, GSD assists its clients in identifying the appropriate real estate solution and then provides design and construction services for the development of the facility. Once the facility is ready for occupation, GSD provides energy, property, and security management services to ensure the lights come on and the facility is clean, well-maintained, and secure. To further enhance the operation of its facilities, GSD established the Sustainable Growth division.
PURPOSE OF DIVISION
The Design & Construction team plans, designs, and constructs buildings, ancillary facilities, and parks in a manner that is consistent with city policies and that meets the goals and objectives of the various client departments. Projects include new construction, restorations, and renovations. May also coordinate Civic Art Programs within the Houston Airport Systems. The division is seeking a Senior Project Manager who will manage the design and construction of major facility projects for multiple client departments.
PURPOSE OF POSITION
This Senior Project Manager (Vertical Construction) will manage the design and construction projects of various City of Houston facilities including, but not limited to, fire and police stations, libraries, multiservice and health centers, general government buildings, community centers, recycling centers, office buildings, parks and maintenance facilities, etc. on behalf of the corresponding client departments. This position will be responsible for managing several projects simultaneously and efficiently, demonstrating strong communication, coordination, problem solving and interpersonal skills to achieve the success of the delivery of the project.
The duties primarily consist of leading the project delivery team in achieving the project goals and objectives through managing budget, resources, facilitating project solutions, identifying and mitigating risk and promoting team cohesion. Assures compliance with, and adheres to, current GSD and industry standards, code compliance, and laws.
This role will be responsible for developing cost projections for the Capital Improvement Program, as well as other responsibilities as assigned.
The Senior Project Manager (Major) duties include but are not limited to:
+ Plans and develop scope, schedule and budget for each project.
+ Providing clear and concise reporting on the progress, status, and projected completion of projects assigned.
+ Responsible for coordinating the execution of the procurement, negotiation and contract award phases.
+ Manages all phases of design and multiple construction delivery methods including, but are not limited to, the following: low bid, competitive sealed proposals, design-build, construction management at risk, and other construction contracts.
+ Reviews design drawings for coordination and constructability; tracks and documents review comments and ensures comments are incorporated into the design package and/or responded to before moving to next phase of design.
+ Oversees construction phase and participates in construction progress meetings.
+ Responsible that all construction phase documentation is maintained in the project file (RFIs, Submittals, Change Orders, Record Documents, etc.)
+ Manages the project coordination with internal and external stakeholders such as: Houston IT Department, Security Management, Energy Group, Property Management, etc. through all phases of the projects assigned.
+ Reviews, approves and responsible for tracking the processing of invoicing from design firms and contractors from submission to payment disbursement.
+ Ensures that completed project work meets the required obligations under the contract.
+ Develops and maintains good working relationships with clients, stakeholders, and contractor representatives.
+ Will require traveling to various job sites throughout the project life cycle including the construction phase.
+ Manages project closeout and final record documents are filed and archived properly.
WORKING CONDITIONS
The position requires stooping, bending and/or lifting of items of up to 30 pounds with occasional periods of walking on rough surfaces. There are occasional discomforts from exposure to moderate heat, cold, moisture/wetness and unpleasant air conditions. This position may involve occasional exposure to soiled materials and light chemical substances such as cleaning solutions. Requires the ability to make simple gross motor responses within large tolerances.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a Bachelor’s degree in Architecture, Construction Management, Project Management, or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required.
EXPERIENCE REQUIREMENTS
Six years of experience in construction, construction inspection, design, landscape design, geo-technical, environmental or a closely related field are required.
Substitutions: A master's degree in architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field may be substituted for two years of the above experience requirement.
Directly related professional architectural, construction or landscape design experience may be substituted for the education requirement on a year-for-year basis.

PREFERENCES
Preference will be given to qualified applicants with experience in managing commercial projects through professional designs with a concentration in Architecture, Design/Build and Construction Manager at Risk (CMAR) construction delivery methods.
A degree concentration in Architecture, Construction Management or Construction Project Management (non-PMP Certification) is highly preferred.
Management experience in the design and construction industry is preferred. A valid driver's license is a plus.
The following skills are highly desired:
+ Vertical construction (knowledge of construction processes)
+ Architecture design, landscape architecture design, building systems (mechanical, electrical, plumbing, etc.)
+ Experience as an owner’s representative in municipal or governmental entity
+ Interpersonal skills related to customer service and fostering teamwork
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
