    Summary The Unit Chief leads the FMCU at IHSC HQ, overseeing a national program and supervising field leaders. Responsibilities include compliance monitoring, risk management, performance improvement for ICE medical standards and public health, ensuring quality care for individuals in ICE custody, and supporting the mission in non-IHSC facilities. This position is only open to USPHS officers who are currently IHSC employees. USPHS Call to Active Duty (CAD) candidates are not eligible for this position. Responsibilities DUTIES AND RESPONSIBILITIES: Under the direction of the Deputy Assistant Director of the Healthcare Compliance Division (DAD-HCC), the UC provides direct oversight of the Senior Field Program Administrator (SFPA), Senior Field Training Program Officer (SFTPO), and Regional Section Chiefs (RSCs) with effective management of unit operations and case management of patients in the non-IHSC facilities, ensuring timely and appropriate responses to inquiries, inspection reports, iTMS taskings; IHSC program activities and policies, training, project management and program development. Responsible for providing first-line supervision & administrative oversight of the RSCs, SFPA, SFTPO, & second-line supervisor of the Regional Field Medical Coordinators (RFMCs), Regional Program Managers (RPM), and Government Technical Monitor (GTM) for any contract staff assigned to the unit; delegates authority to subordinate supervisors and holds the supervisor responsible for the performance of the organizational unit. Serves as rater for mid-year, annual and interim/transfer performance evaluations for RSCs, SFPA, SFTPO; and reviewing official for RFMCs. Advise on personnel matters. Advise DAD-HCC on policies and procedures impacting workload measurement and serve as administrative liaison for unit operations and continuity. Serve as and/or designates principal author(s) for FMCU policies and Standard Operating Procedures (SOP). Responsible for efficient utilization and allocation of appropriate resources Review allocated resources at least annually for adequate allocation and division of labor across the unit at least annually and when warranted by change in operational demand. Identify and advocate for additional resources when operational demands change. Liaises nationally with internal (i.e. MSU, BHU, IIU, HOU, ERO, OPLA, etc.) and external stakeholders (i.e. DHS, DOJ, CBP, non-IHSC facilities, etc.) to ensure and evaluate the delivery of healthcare in non-IHSC facilities. Provides guidance and direction in developing, evaluating, and coordinating improvements of systems and processes affecting the integration of multiple healthcare disciplines, e.g. (process improvement, risk management, patient safety, managed care). Provides guidance, direction, and serves as subject matter expert (SME) on incidents, sentinel events, and potential litigation matters. Provide guidance and direction on identifying areas for improvement and enhancing team collaboration to support sound decision-making. Briefs and advise the DAD-HCC on relevant agenda issues in preparation for activities and meetings. Attend all IHSC-Headquarter (HQ) meetings or assign a designee to coordinate, represent the unit, and/or present at these meetings, as needed. Provide guidance, direction, and advise on operational priorities, program goals & objectives, personnel evaluations, leave accountability, and continuous on-the-job professional development. Provide guidance, direction, and serve as subject matter expert related to contracting language development for non-IHSC facilities Serve as "clearing official" for all taskings requiring UC review and clearance. Designate a clearing official for the unit during absences. Delegates to appropriate SME to respond to high profile inquiries for Congress, State Senators, and National Civil Rights groups. Responsible for collaborating with the US Department of Justice and other national and international government agencies to investigate the appropriateness of medical care. Represents IHSC/FMCU in various program improvement, safety and quality care workgroups to ensure and evaluate the delivery of healthcare in non-IHSC facilities. Under the direction of the DAD-HCC; manages and/or oversees performance of component projects, while working to promote and ensure ultimate success of the program. Directs planning and evaluating processes that impact the operation of the Unit. Maintains awareness of unit operations. Oversees resolution of complex and time sensitive issues when warranted. Directs hiring, review, and selection process for all FMCU positions to include delegation to the respective first-line supervisors. Provides guidance, direction, and participates in the hiring, review, and selection process for FMCU positions as needed. Provides guidance, mentorship, and officer development for RSCs, SFPA, and SFTPO. Administers internal review, quality, and productivity initiatives for the unit. Collaborates in administration of division-wide initiatives involving FMCU. Assists the DAD-HCC with program reviews, evaluations, and the development of strategic and improvement plans. Contribute to development and submission of quarterly and annual reports, i.e., Strategic Plan MAP/KPIs, training, Business Plan Updates, etc. to DAD-HCC. Must have the ability to assist sick, injured or aging detainees or staff exiting the building (may require lifting, dragging, wheeling or carrying someone who weighs significantly more than oneself). Sitting and/or standing for extended periods of time [6-8 Hours]. Performing repeated bending motion. Average manual dexterity for computer operation. Phone use for extended periods of time. Education REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Incumbent must possess Graduate degree in Nursing, Business Administration, Finance, Health Care Management, or related field plus a minimum of 8 years of professional experience relevant to the officer's category. Of the total professional experience, officers must possess at least 6 years of experience related to management, administration, or evaluation of public health programs. Four years of case management experience and Incumbent must be a licensed Registered Nurse or an Advanced Practice Provider with extensive direct patient care experience, preferably within a correctional setting such as IHSC or BOP. It is the responsibility of the incumbent to fulfill the obligation(s) of their licensing or certifying body to maintain currency. This position may be required to perform clinical activities with the scope of clinical license in times of critical needs within the agency. Meet the minimum education requirements for either a nurse, nurse practitioner, or physician assistant. Preferred, achieved and maintains status as a Certified Managed Care Nurse, ANCC Board Certified Nurse Case Manager or a Certified Case Manager through the Commission for Case Manager Certification as directed by IHSC through formal training and other means. If the incumbent does not possess any of the above, will achieve one of the above within 36 months of onboarding. Preferred, active membership in Case Management Society of America (CMSA) and MCG certification. Preferred, Contracting Officer Representative Level II certification. Knowledge of case management in the government setting and healthcare industry is required. Knowledge of ICE and IHSC, program policies, guidelines, and operating procedures. Knowledge of policy development. Ability to exercise a high degree of independence, initiative, judgment, and follow-through on a broad range of sensitive, complex administrative tasks. Flexibility and adaptability to sudden changes in schedules and work requirements. Knowledge and skill in Microsoft Office programs to include Microsoft Word, PowerPoint, Visio, Excel, and SharePoint are preferred. Experience in reviewing, writing, and revising policies, guidelines, and procedures. Maintains basic readiness status. Maintains CPR/BLS certification. Additional Information Duties Continued Provides coverage and support for DAD-HCC, other UCs and RSCs as needed (e.g., leave, TDY assignments, etc.). Assesses and ensure adequate coverage for respective units is maintained throughout the calendar year (e.g., TDY and leave absences). Final reviewer for unit ITOS preference selections prior to submission. Collaborating and communicating with ITOS discipline leads to ensure compliance with policy requirements related to ITOS program. TDY as needed to provide clinical care support at IHSC-staffed detention facilities with critical staffing needs. Available to travel to assist with FMCU and IHSC programmatic needs per DAD-HCC discretion up to 50%. Available after hours via cell phone or email to address urgent or emergency issues and provide updates to IHSC leadership as needed. Other duties as assigned. DHS SUPERVISORY CONTROLS: 1. DHS 2. ICE 3. ERO HHS SUPERVISORY CONTROLS: U.S. Public Service Commissioned Corps officers are detailed to Department of Homeland Security as described in a Memorandum of Agreement. SUPERVISORY CONTROLS: The UC works under the general supervision of the IHSC Deputy Assistant Director, Healthcare Compliance Division. Assignments are generally long-term, recurring, or broadly defined in nature. The officer independently plans and organizes their work, determines the sequence of tasks, and selects or develops appropriate methods. Assistance from subject matter experts is rarely required. Work is reviewed based on the achievement of objectives. Guidelines may be applicable to portions of assignments but often contain inconsistencies or are only partially established. The officer exercises judgment in interpreting and adapting existing policies, regulations, precedents, and directives-such as Public Health Service (PHS) policies-for application to specific situations. This requires moderate modification, innovation, and the selection of appropriate methods from available options. The officer evaluates outcomes and recommends updates to guidelines or program policies. Any significant modifications or innovations to established procedures must be clearly documented and approved. The officer keeps the supervisor informed of project status and consults on significant issues as needed.
