    This contract Project Manager position is within the Transmission Project Management organization. The team supports capital project execution across Transmission Services and participates in the development of plans-of-service, new facility siting, and manages the design/build process. This position will facilitate Transmission Lines, Substation, or Telecommunications infrastructure projects from inception to conclusion.

     

    The Project Manager plans, facilitates, and coordinates activities for designated projects to ensure goals and objectives are accomplished within prescribed time frames and funding parameters. Transmission Line projects may include taps and switches, insulator replacements, integration of small customer projects, replacing aging wood poles or small wood pole line rebuilds, structure relocation projects, access roads, fiber, and more. Substation projects may include equipment replacements, additions, expansions, or retirements. Telecommunications projects may include new or modified radio sites, relaying, or other telecommunications infrastructure projects.

    Responsibilities Include

    + Support and facilitate assigned projects in collaboration with management, external industry entities, and stakeholders, providing expert guidance on PMI-based project management methodology and best practices.

    + Engage with the business to understand needs, identify dependencies, project expectations, milestones, resources, and assist in deploying solutions.

    + Identify and request necessary subject matter experts during the project lifecycle.

    + Forecast and recommend appropriate project resources to fulfill project needs.

    + Collaborate with business units to resolve resource allocation issues.

    + Facilitate project kick-off meetings with sponsors, stakeholders, and partners; validate approval and buy-in of project plans and commitment of resources.

    + Schedule and facilitate project team meetings and coordinate activities of sub-teams.

    + Recommend roadmaps, work plans, deliverables, and goals for program initiatives.

    + Draft project plans, resource strategies, and funding estimates.

    + Administer project tasks daily with regard to time, budget, schedule, and quality; provide updates to management.

    + Monitor and track project budgets and alert management of any potential changes to cost, schedule, or performance.

    + Organize and coordinate project team activities; serve as liaison between business and technical aspects of projects.

    + Monitor progress to track timelines, milestones, deadlines, standards, and targets; provide corrective action recommendations.

    + Facilitate resolution of conflicting priorities and requirements; build consensus among stakeholders and team members.

    + Draft final project reports, including lessons learned.

    + Anticipate and identify potential areas of risk; obtain guidance from authorized personnel.

    + Maintain issue, risk, and action logs; draft contingency plans to minimize risks.

    + Support written and verbal sponsor communication, project team coordination, and status reporting.

    + Facilitate project postmortems and create recommendations reports.

    + Maintain compliance with organizational standards for document management and information governance.

    + When necessary, facilitate transition of projects to other project managers, including training and documentation.

    Required Education & Experience

    + Bachelor’s degree in Engineering, Business Administration, Management, Organizational Development, Computer Science, or related technical discipline preferred.

    + Level 2:

    + 5 years of experience with applicable Bachelor’s degree.

    + 7 years of experience without a Bachelor’s degree.

    + 10 years of experience without a degree.

    + Experience should include project coordination/management capacity, including all aspects of process development and execution.

    + Bachelor’s degree must include at least 24 semester hours in fields such as accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, organization, and management.

    + Proficiency in Microsoft SharePoint or similar programs.

    + Proficiency in MS Office Suite.

    + Working knowledge of Microsoft Project or similar software.

    + Familiarity with ArcMap and/or GIS or similar software.

    Preferred Skills & Experience

    + Experience with electric utility industry data.

    + PMI or PMP certification.

    + Working knowledge of electrical substation environments, functional and technical specifications, and life-cycle management.

    This is a Contract position based out of Vancouver, WA.

    Pay and Benefits

    The pay range for this position is $55.00 - $60.00/hr.
