    JOB RESPONSIBILITIES:

    • Assists the Outdoor Advertising Manager with administration of the outdoor advertising permitting program on a statewide basis, with an emphasis on enforcement of regulatory requirements.

    o Monitors and ensures outdoor advertising computer program compliance.

    o Assists with providing training and advice to other staff and engineering personnel in complex error resolution, compliance issues, and program usage related to outdoor advertising permitting and control.

    o Provides technical assistance to personnel related to outdoor advertising permitting computer programs and environmental compliance.

    o Creates reports for the Roadside Enhancement and Beautification Council Quarterly Meetings, for statutorily required reports to the General Assembly Transportation Committee, and other reports as requested.

    o Manages the invoicing process and renewals for sign permits and vegetation management permits.

    • Assists ODA Manager in overseeing the Outdoor Advertising Program field work statewide, for sign permits and vegetation management permits.

    • Provides QC review for applications statewide, prior to acceptance for processing.

    • Assists in the management of the electronic database system and accurate permit record keeping.

    • Assists in the written and oral communication with external customers.

    • Performs research that may include, but is not limited to, site plans, ordinances, and zoning.

    • Works with manager to communicate field issues.

    • Assists in and supports the investigation of permit violations.

    • Communicates with applicants, GDOT staff, and other governmental organizations

    • Maintains project management spreadsheets and databases

    • Duties will include testifying in court hearings and trials.

    MINIMUM QUALIFICATIONS

    The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications

    STATE ENTRY QUALIFICATIONS:

    + Bachelor's degree in a related field and one (1) year of job-related experience.

    + OR Associate's degree in a related field from an accredited college or university AND two (2) years of job-related experience.

    + OR one (1) year of experience at position equivalent.

    AGENCY MINIMUM QUALIFICATIONS:

    • Three (3) years of experience working with laws, rules, and/or other regulations.

    + Professional knowledge of outdoor advertising control rules, Federal and State laws, and other regulations pertaining to issuing or denying permits, renewing permits, revocation of permits, conversion of permits, and appeals for permit denials.

    + Ability to accept, manage, and reconcile financial transactions

    + Intermediate level skills in Microsoft Office.

    + Ability to coordinate a team of diverse people and to get positive results working with others.

    + Ability to organize and manage multiple priorities.

    + Problem analysis and problem resolution at both a strategic and functional level.

    + Strong customer service orientation.

    + Excellent interpersonal and communication skills.

    + Testifying in court and support of legal teams will be required

    + Ability to read complex right of way plans.

    + Must be comfortable working along rights of way taking measurements and verifying information as necessary.

    + Possesses sufficient eye-hand coordination to operate distance meter safely while driving in freeway traffic.

    AGENCY PREFERRED QUALIFICATIONS:

    • Two years of experience in accounting, budget, procurement, and inventory control

    • Knowledge of GDOT policies and procedures, maintenance activities and operations as relates to the control of outdoor advertising, including the field check process for Outdoor Advertising Control permit applications, permit revisions, unauthorized signs, and vegetation management permit applications.

    • Ability to create/develop and implement processes and/or programs in compliance with statutory

     

    and departmental standards.

     

    + Ability to recognize opportunities to aid in the achievement of department goals and objectives .

    + Experience researching courthouse records/plats.

    + Ability to visualize physical layout depicted in plans or sketches, to imagine alternative layout arrangements for advertising structures.

    + Ability to independently interpret and apply written rules and regulations to specific situations and circumstances.

    + Ability to calibrate equipment.

     

    NOTE: This position will be primarily located in the Atlanta Metro Area. However, training and investigation activities will take place statewide.

    Good Employment Standing:

    In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall e Performance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
