The Chief Financial Officer provides strategic and operational leadership for all Commerce functions. This includes budget development, fiscal policy, fiscal note coordination and offers oversight for procurement, contracting, payroll, accounts payable, financial reporting, internal controls for financial transactions and all other financial services.
Minimum Qualifications
Four (4) years of strategic, high-level management and leadership experience that includes:
+ Experience in budget development, financial reporting, funding strategy, revenue/cost-forecasting, risk management and internal controls or related field.
+ Demonstrated supervisory or leadership experience, organizational and interpersonal skills to direct, develop and engage staff.
*Leadership experience must be at the managerial or supervisory level.
Applicants who meet the above education/experience requirement will be further evaluated based on the following:
+ Advanced Knowledge of Generally Accepted Accounting Principles (GAAP) sufficient to direct accurate and timely financial transactions and reporting.
+ Advanced analytical and problem-solving skills, attention to detail, ability to exercise sound judgment and apply legal and regulatory requirements in making decisions.
+ At least two years of Experience working with the Statewide Integrated Financial Tools (SWIFT), the Statewide Employee Management System (SEMA4) and the state Budget Planning and Analysis System (BPAS) or equivalent.
+ Advanced ability to interpret policies, regulations, and contracts to adapt, apply, and enforce them.
+ Ability to establish and maintain effective working relationships with managers and key contacts within the department, at other state departments, other units of government and private entities, including ability to communicate complex financial information, policies procedures and standards effectively.
+ Advanced proficiency with Microsoft Office applications (Excel, Word) sufficient to analyze financial data and create reports in plain language.
Preferred Qualifications
+ Knowledge of the principles and practices of public administration/management and an understanding of state and federal laws, rules, and regulations as they apply to financial services.
+ Previous experience in the Insurance, Banking, Energy, Weights and Measures, and/or Enforcement industry.
Physical Requirements
Requires occasional moving of articles such as boxes, accounting records, and laptop computer.
