Health Benefits Specialist
STARTING SALARY: $77,558, PURSUANT TO THE RULES OF THE COLLECTIVE BARGAINING AGREEMENT
JOB SUMMARY:
Under the direct supervision of the Deputy Director of Contract Administration (Health Benefits), the Health Benefits Specialist is responsible for benefit plan comparisons, the evaluation of Health insurance contract proposals; research activities in the area of employee benefits; and member assistance with individual employee benefit problems.
ESSENTIAL FUNCTIONS:
1. Reviews and evaluates proposed health and ancillary benefits.
2. Advises field staff in area of health insurance and ancillary benefits, in areas such as cost containment strategies, cost shifting mechanisms and industry norms/trends. This may include representation at negotiations.
3. Interfaces with the NYS Department of Civil Service and other Regulatory and administrative agencies on benefit offering and plan administration.
4. Provides assistance and input on the impact of health care benefits as they relate to the Affordable Care Act.
5. Conducts briefings and workshops to members and staff on benefit plans, trends, the Affordable Care Act and/or other health care related topics.
6. Provides an advisory role on labor/management health care committees.
7. Provides in person and/or written testimony and supporting documentation to aid in the grievance and arbitration process.
8. Conducts research activities on benefit plan design and industry trends.
9. Assists members with resolving individual health insurance problems and assists eligible members with enrollment in the New York State of Health Marketplace.
10. Analyzes and recommends legislative initiatives impacting the quality and affordability of health care for members.
11. Responds to correspondence and referrals.
12. Interacts with other CSEA Departments, Employee Benefit Fund, brokers, consultants and benefit providers to design and deliver employee benefits appropriate to members' needs.
13. Author and design communication materials.
14. Performs other duties as assigned.
15. Travel required.
MINIMUM QUALIFICATIONS:A two year degree from a recognized college or university in business administration, labor relations, health care administration or a related field.ANDThree years of satisfactory responsible business experience in a health/welfare benefits field. Individual must possess strong oral and written communication skills and proficiency in analyzing health benefit certificate language and health benefit collective bargaining language.

A satisfactory combination of education, training and experience as determined by CSEA.
NOTE: Candidates must possess a valid New York State driver’s license and have an automobile available for business use in order to be appointed.Promotion to grade 18A contingent upon two years of satisfactory performance at Grade 16A as determined by the Department Director.
