Job Description
The Iowa Department of Health and Human Services (HHS), Division of Public Health, Bureau of Health Statistics is seeking aPublic Service Manager 1to join our team!
This position supports the Bureau Chief of the Bureau of Health Statistics. This is a full-time opportunity, Monday-Friday, 8:00 a.m. to 4:30 p.m. This position is in located in Des Moines, with some flexibility for remote work.
Applicants must reside in the State of Iowa upon hire
Responsibilities:
+ Directly manages and reviews/evaluates and approves the work of subordinate team members. Responsible for all duties common to supervision such as: writing and conducting performance evaluations and providing constructive feedback based on observations and facts noted; making hiring decisions; providing on-boarding training to new employees; ensuring employees receive on-going training and development; approving leave requests, time sheets and expenses; investigating employee misconduct and making discipline decisions; approving work schedules; assigning work responsibilities to staff; making final determination of work priorities; measuring progress for deliverables; and recommending process changes when appropriate.
+ Provides oversight to the Legal Actions and Data Management section within the Bureau of Health Statistics by providing program management, supervision, leadership, and coaching for the team members assigned to each program. The Legal Actions and Data Management section provides administration of the modification of vital records that occur in Iowa and management of vital record data. This position will:
+ Set and determine priorities and continual improvement for section function areas.
+ Oversee contractual agreements, data sharing agreements, and research agreements related to vital records data sharing.
+ Manage the state vital records database and technology to ensure confidential data is secure and provides for efficient, continuous operations. This includes managing any IT vendor contracts and serving as the project lead for the state vital records database.
+ Work with the Attorney General’s Office, HHS legal representation, attorneys, and others necessary to ensure compliance with Iowa law.
+ Serve as the Security Coordinator for the Legal Actions and Data Management section. The security coordinator is the person or persons responsible for establishing and implementing security and fraud prevention standards regarding vital events.
+ Act as a liaison for law enforcement related to criminal activity involving vital event records and associated fraud, as well as working with HHS’s Data and Privacy Bureau personnel to ensure security, privacy, confidentiality, and preservation of vital records data.
+ Assist in the development of policy for modification and data management functions of the section.
+ Interpret and implement bills signed into law that impact modifications, registries, and data management/sharing under the Bureau of Health Statistics.
+ Works closely with the Bureau Chief of Health Statistics in developing, implementing, and evaluating ongoing bureau policies, functions, and activities related to the Legal Actions and Data Management section.

Minimum Qualification Requirements
***Note: Program work: Is NOT necessarily related to Information Technology. A program is ordinarily associated with the provision of a service or an administrative oversight/enforcement responsibility .Programs have characteristics in common, including a funding source, resources (staff, equipment, and supplies), a described mission statement, a detailed budget, identifiable production goals and objectives, and written regulations (rules, policies, and procedures).
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.
2) Eight years of full-time work experience in program administration, development, management, or operations.
3) All of the following (a and b):
a. Four years of full-time work experience work in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) All of the following (a, b, and c):
a. Two years of full-time work experience work in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and
c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is
also equivalent to one year of full-time experience or education.
5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
