Job Description
Insight Global is looking to hire a Safety, Health, and Environment (SHE) SME to sit in a hybrid environment in Frederick or Gaithersburg, MD. This individual will be responsible for providing expert EHS leadership during the earliest phases of capital project development. This role ensures that safety, health, and environmental requirements are embedded into business cases, front-end loading (FEL) deliverables, and concept design packages to prevent late-stage rework, reduce lifecycle risk, and enable compliant, operable, and maintainable facilities
Key Responsibilities Include:
- EHS Integration: Define SHE requirements for concept/FEL studies, basis of design, and user specs to ensure safety, operability, and maintainability.
- Risk Assessment: Plan and lead early risk reviews (HAZID, HAZOP, battery limits, LOPA); translate outcomes into design requirements and risk registers.
- Regulatory Compliance: Identify applicable regulations and codes (OSHA, EPA, NFPA, ASME, ASHRAE, local/state rules); align designs with permitting pathways.
- Design Criteria: Author EHS design standards for life safety, egress, hazardous area classification, ventilation, effluent segregation, flammable storage, cryogen and pressure systems, waste handling.
- Process Safety: Promote inherently safer design (elimination, minimization, segregation); address containment strategies and utilities resilience.
- Environmental Design: Integrate controls for emissions, wastewater, stormwater, waste minimization, energy/water efficiency, and sustainability goals.
- Human Factors: Embed ergonomics, access/egress, material handling, and maintainability to reduce operational risk and injuries.
- Stakeholder Engagement: Collaborate with Operations, Quality, Engineering, Real Estate, and PM; present SHE requirements and risk mitigations to governance.
- Documentation: Deliver concept-phase SHE outputs (Basis of Design, risk assessments, deviation logs, permitting strategy, emergency response concepts).
- Cost & Schedule: Provide SHE input to cost models and schedules; identify compliance-driven contingencies and constructability impacts.
- Vendor Review: Evaluate technologies and layouts for SHE compliance; set acceptance criteria for packages (skids, HVAC, utilities, storage, effluent treatment).
- Change Control: Maintain Management of Change discipline for SHE impacts of scope/design changes.
- Readiness & Handover: Define SHE readiness for design progression; hand over requirements and risk actions to downstream teams.
- Audit & Lessons Learned: Capture lessons from prior projects; conduct concept-stage reviews; improve standards continuously.
Compensation:
$75.00/hr to $85.00/hr.
Exact compensation may vary based on several factors, including skills, experience, and education.

Skills and Requirements
- Education: Bachelor’s or master’s in environmental health, safety engineering, chemical/biochemical engineering, industrial hygiene, or related field.
- Experience: 8–12+ years in EHS within pharmaceutical/biotech, life sciences, or advanced manufacturing, including demonstrated impact in front-end project phases (FEL/Concept/Pre FEED) and capital project environments.
- Technical Expertise: Strong command of OSHA (29 CFR 1910), EPA programs (RCRA, CAA, CWA), NFPA, building and fire codes, pressure systems, hazardous area classification, ventilation design, cryogens, flammables, effluent segregation, and waste management.
- Process and Biosafety: Familiarity with GMP facility design, NIH Guidelines, CDC BSL 2 practices, industrial hygiene, and contamination control concepts for biologics or sterile manufacturing.
- Risk Methods: Proficient in HAZID/HAZOP, preliminary LOPA, JSA, human factors reviews, and root-cause frameworks; able to translate findings into actionable design requirements.
- Standards and Tools: Experience with corporate EHS design standards, design reviews, BIM/3D model markups, and collaboration tools; comfortable reviewing PFDs/P&IDs, equipment specs, and layout drawings.
- Soft Skills: Strong stakeholder management, influence without authority, clear technical writing and presentation, and the ability to balance safety with schedule/cost and business value. - Certifications: CSP, CIH, CHMM, NEBOSH, or equivalent preferred; familiarity with LEED/sustainability frameworks a plus.
- Biologics Facilities: Cell culture, downstream purification, clean utilities (WFI, clean steam), HVAC for classified spaces, and effluent treatment systems.
- Permitting Strategy: Experience shaping permitting pathways and timelines in early design, including environmental, building, and fire approvals.
- Global/Regional Projects: Working within multinational standards and adapting designs to local regulatory differences.
- Construction and Commissioning: Awareness of constructability, pre startup safety reviews, and turnover to Operations/Quality.
