    Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a HUMAN RESOURCES SPECIALIST (MILITARY) (TITLE 5), Position Description Number T6238000 and is part of the NC ANG, National Guard (145 AW - 263 CCS SQ / MD 1016583). Responsibilities As a HUMAN RESOURCES SPECIALIST (MILITARY) (TITLE 5), GS-0201-9, you will serve as a technical and subject matter expert on military personnel management policies, procedures, and regulations; provide guidance and training to lower graded HR Specialists on various personnel actions, including promotions, reassignments, evaluations, and awards, to ensure alignment with mission requirements and organizational goals; create, review and develop performance standards, assists in setting expectations, and provides feedback on work quality, performance and progress for subordinate administrative personnel; prepare, award, and disciplinary documentation for supervisory review and action as required; identify developmental needs and coordinates training to improve staff proficiency; assist in managing leave schedules to maintain adequate staffing levels; identify and refers complex military and civilian personnel issues to supervisor and works closely with Force Support Squadron, State Human Resources Office, and other supporting organizations, as needed, to find resolutions to issues; coordinate human resources and administrative support for military personnel within the unit; serve as primary contact for unit level military personnel matters, assisting supervisors and commanders with policies and programs; collect, analyze, and compile personnel data for reports and briefings; collaborate with Force Support Squadron and other agencies to resolve personnel issues and implement policy changes; maintain accuracy and integrity of personnel electronic records and data systems; support workflow and task assignments among personnel specialists to ensure timely completion of work; ensure quality control of personnel documentation and supports personnel accountability programs, including Air Force Personnel Accountability and Assessment System (AFPAAS); serve as lead for two or more specialized functional areas supporting unit operations, ensuring compliance with Air Force policies; oversees preparation and publication of personnel documents and orders using automated systems; provide training and guidance on Defense Travel System (DTS) administration, including profile management, report generation, and finance process support ; support official mail operations and government purchase card activities of the assigned organization; administer and manage personnel records, evaluations, awards, promotions, leave programs, and official correspondence; provide expert advice on military personnel programs, including policy interpretation and procedural guidance; maintain personnel electronic records ensuring compliance with Air Force directives; provide customer assistance, analyzes personnel data trends, and prepares reports to support leadership decision-making; oversee unit deployment readiness by maintaining deployment documentation, coordinating with Installation Deployment Officer (IDO), and monitoring unit status through Logistics and Personnel Management Software and systems; ensure timely preparation and processing of deployment and redeployment actions and documentation to support unit member deployment and redeployment; plan and coordinate unit training program activity; advise and communicate with unit commanders, Base Education and Training Management office, and unit training managers on training options, scheduling, and compliance with standards to ensure training requirements are met to maintain combat readiness; administer, oversee, or assist with special programs including Government Purchase Card, Defense Travel System, Unit Drug Demand Reduction, Security, and Unit Recognition programs for regulatory compliance and to provide advisory support as needed; perform other duties as assigned. Requirements Conditions of Employment Qualifications Minimum Requirements: Experience, education or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 24 months experience, education, or training involving the administering, delivering, maintaining, advising, and adapting basic concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements. Education You must provide transcripts to support your educational claims. To receive credit for education, you must provide documentation of proof that you meet the education requirements for this position.
