POSITION PURPOSE
Position will implement analysis and recommendations across the TVA project portfolio in alignment with TVA-driven guidance and deliverables regarding allocation of funds to Business Units and projects. Position will also assess value criteria and risks and run a complex model to optimize the portfolio. Position will establish, maintain and improve standard project portfolio analysis processes, performance measures and reporting. Candidate will provide SBU executives and managers advice on their capital allocation, business cases, and funding levels. Candidate will be responsible for communicating capital allocation activities to key stakeholders at all levels of the organization, including BU executives. The incumbent will develop and build analytical skills within the Portfolio Management team and across TVA. The incumbent is expected to improve all facets of our work, to effectively lead diverse teams focused on specialized tasks, to complete accurate and robust analysis, and to lead efforts that improve existing capabilities and knowledge. The incumbent is responsible for building communication and collaboration channels with our customers and support organizations, understanding the big picture, and building technical and leadership skills.
JOB DIMENSIONS
Supervisory Responsibility— None. Coordinate contractors, external consultants and analyst teams.
Budget Responsibility— Manage the authorization, forecasting, budgeting, and beneficial performance of a portfolio of active projects with annual budget exceeding $2 billion
PRINCIPAL ACCOUNTABILITIES
Advises and leads projects, teams, and initiatives in the following areas:
+ Analyze and recommend a level of capital allocation during annual business planning and reallocation of project capital on a monthly basis utilizing a TVA-wide savings and use process.
+ Develop and lead process changes as requirements and technology change.
+ Provides a major influence on business unit project portfolio and capital allocation decisions.
+ Analyze and communicate value criteria and risks of a project portfolio.
+ Develop funding and optimization scenarios for BU portfolios and communicate differences in value and recommended action.
+ Evaluate new projects and programs in the portfolio management system to ensure value criteria are reasonable and complete.
+ Maintain current understanding of legislative, regulatory, operational, market, project and other changes that might affect priorities, risks and timing of projects across the portfolio. Maintain current knowledge of available project funds. Routinely use this knowledge to assess the relative risk and priority of projects in the TVA portfolio, and to recommend and approve project portfolio changes.
MINIMUM REQUIREMENTS
Education--B.S. degree in finance, accounting, mathematics, data analytics, economics, engineering or scientific discipline or related field. Master’s degree or equivalent desired.
Experience- Five or more years of work experience required. Experience with portfolio analysis, financial modeling, and portfolio performance and metrics. Experience within the utility industry is desired.
Certification / License- Project Management Institute certification, such as the Project Management Professional or Program Management Professional certificate, or equivalent is desired.
Knowledge / Skills / Abilities- Strong interpersonal skills and ability to work cohesively with various organizations and levels of management, including SBU executives. Demonstrated ability to establish and maintain effective working relationships with TVA executives. Possess strong communication skills in verbal, writing and presentation forums. Must have good knowledge of theories & applications in areas of economic analysis and optimization. Advanced skills with enterprise systems used to manage project portfolios, including Copperleaf C55 is desired. Strong data visualization skills are desired. Process improvement skills and ability required. May be required to obtain and maintain a security clearance based on position / access requirements and essential job functions.
