Position Description
Inspect and monitor all excavations and repairs to both the City's Right of Way and on private property, including sewer, water main and utility connections to ensure compliance to City codes, ordinances, policies and procedures.
Work Location: This position currently works on-site only.
The City of Minneapolis does not sponsor applicants for work visas.
Job Duties and Responsibilities
+ Ensure that all excavations from the curb to the building are secured to keep the public out of the job site.
+ Ensure that registered, licensed, bonded and insured contractors with the proper permit perform all work done in the Right of Way and on private property.
+ Inspect job sites to ensure that they are properly cleaned up and that all excavations have a temporary repair patch until permanent restoration is completed.
+ Measure size and record the location of excavations to issue work orders for permanent repairs. Coordinate the preparation of cuts for restoration with the Paving Test Lab and issue work orders to Street Maintenance for permanent repair.
+ Monitor work done by contractors on a daily basis taking any necessary steps to minimize the impact of disruption on the public. Calculate disruption fees on work that extends beyond the permitted dates and enforce permit compliance.
+ Meet with Engineers, Architects and Consultants for plan review, alteration, record research, recommendation of materials and procedures and to estimate costs of permits and Right of Way restoration.
+ Provide property owners and citizen's information regarding work done on their property or Right of Way and assist with problems arising between contractors and property owners.
+ Maintain clear and accurate records of Right of Way inspections to include all permit information and written explanations of work, drawings, paving restoration orders, etc.
+ Record repairs and new water and sewer installations in the permit books and update to reflect changes in conditions and location, including cutoff and extension information.
+ Record and update other utility permits to reflect completion of work done according to plans previously submitted, including field changes that are approved and documented.
+ Reconcile inspection fees and paving deposits taken when the permit was issued to reflect the actual final costs.
+ Research records to provide accurate information to architects, engineers and contractors.
+ Visually inspect water and sewer cutoffs for code compliance prior to issuance of a building demolition permit.
+ Inspect and monitor storm drains to avoid damage caused by heavy rainfall due to storm collection system failure.
Working Conditions: Combination of office and field. Field work may include exposure to outdoor elements, all types of weather conditions, gases, fumes, chemicals and noise, high traffic areas; exposure to other types of conditions generally found in a construction environment; ability to stand/walk on rough, uneven surfaces; ability to work in confined space areas.
Required Qualifications
Minimum Qualifications:
High School Diploma or equivalent training/experience
Minimum Experience:
Four years’ experience in sewer and/or water construction and maintenance or an installation background
Licenses/Certifications:
Maintain a Valid Drivers License

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score 70% on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.
Background Check
The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.
Drug and Alcohol Testing
All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expireone monthwithin hireafter it has been established.

Knowledge, Skills and Abilities
+ Knowledge of underground excavation procedures, traffic control, confined space entry.
+ Knowledge of ordinances, procedures, policies and OSHA rules and regulations.
+ Basic computer knowledge.
+ Ability to create graphics of sewer and water installations for records.
+ Good record keeping skills and the ability to read blueprints.
+ Good human relations skills.
