Role Overview
The IT Portfolio Operations Manager will support the Business Management Director and Portfolio Manager in the governance, execution, and operational alignment of the organization’s project and service portfolio. The ideal candidate will collaborate with cross-functional teams, drive operational excellence, and support leadership in decision-making through high-quality portfolio insights and updates.
What You Will Do:
_Portfolio Governance & Alignment:_
+ Support the Portfolio Manager in RTX Enterprise Project Management (REPM) governance and strategic alignment.
+ Run portfolio management ceremonies and gate reviews, ensuring adherence to project lifecycle requirements.
+ Develop and maintain standards, processes, and tools for portfolio management activities.
_Process Management & Improvement:_
+ Create and refine CORE operating system documentation workflows, and templates to enhance efficiency and visibility.
+ Help identify improvement targets for improved operational performance across the portfolio.
_Collaboration & Stakeholder Engagement:_
+ Partner with project managers, product owners, and leadership teams to ensure smooth communication and timely reporting.
+ Facilitate portfolio reviews, including preparation of materials, consolidation of updates, and presentation.
_Reporting & Decision Support:_
+ Provide high-quality reporting that delivers actionable insights to stakeholders and supports strategic decision-making.
+ Monitor and ensure timely reporting on portfolio health, including budget, schedule, scope, and resource allocation.
_Agile Practices & Interim Support:_
+ Lead agile ceremonies for Business Management and Service Management teams and leverage role for other responsibilities.
+ Offer interim project management support for high-priority initiatives as needed
Qualifications You Must Have:
+ Typically requires a University Degree or equivalent experience and a minimum 5 years of experience, or an Advanced Degree and a minimum 3 years experience.
+ 5+ years of experience in IT portfolio or program management
+ 5+ years experience of project management methodologies (e.g., Agile, Scrum, Waterfall).
+ The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
Qualifications We Prefer:
+ Exceptional organizational, communication, and stakeholder management skills.
+ Ability to analyze complex data and translate it into actionable insights for decision-making.
+ Experience in a large, matrixed organization or IT environment.
+ Certification in project or portfolio management (e.g., PMP, SAFe).
+ Familiarity with IT service management frameworks (e.g., ITIL).

**Remote:** This position is currently designated as remote. However, the successful candidate will be required to work from one of the 50 U.S. states (excluding U.S. Territories). Employees who are working in Remote roles will work primarily offsite (from home). An employee may be expected to travel to the site location as needed.

The salary range for this role is 86,800 USD - 165,200 USD. The salary range provided is a good faith estimate representative of all experience levels.
RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
