    Summary The primary purpose of this position is to perform programming actions in all funds sources for work requirements by contract. Develops, prepares and maintains the Military Construction (MILCON) program, non-appropriated fund (NAF)program, Medical Funded (MED) program, Military Family Housing (MFH) program and the operation and maintenance(O&M) contract program. Responsibilities Evaluates, develops, prepares, maintains and recommends programs for new construction, renovation, and improvements of real property facilities and infrastructures project programs. Develops programming documents such as DD Forms 1391 and AF Form 332 for MILCON, NAF, MED, MFH, O&M and tenant projects. Works with organizational managers and customers to prepare and consolidate data for and participate in presentation of contract programmed items through the Base Facilities Board (FB) process and higher review panels as necessary. Accomplishes and/or monitors planning/programming/base development studies to determine the feasibility or the capability of existing facilities to ensure support of current/new missions or long-range programs and to define requirements for new/additional facilities. Responsible for developing and maintaining required project data in the Automated Civil Engineer System (ACES). Serves as squadron focal point and consultant for ACES database knowledge and issues. Develops and executes database retrieval reports as necessary. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, Engineering Technician series 0802. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience includes experience of engineering technician practices, methods, processes, operations and techniques. Experience of program planning and budgeting cycles, work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds. Ability to independently analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and feasible solutions. Skill in personal computer terminal usage, software usage required for program development, automated data processing concepts, and systems capabilities. Ability to access or locate information through the use of a personal computer or terminal. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of engineering technician practices, methods, processes, operations, and techniques. 2. Knowledge of program planning and budgeting cycles, work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds. 3. Ability to independently analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and feasible solutions. 4. Knowledge of personal computer terminal usage, software usage required for program development, automated data processing concepts, and systems capabilities. Ability to access or locate information through the use of a personal computer or terminal. 5. Ability to plan and organize work and coordinate with other engineering disciplines and architects. Ability to communicate effectively both orally and in writing and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
